The jiva-souls (marginal living entities) are eternal PERSONS, as a spiritual bodily FORM (Vigraha) like Krsnas Body, whose perpetual forever fresh eternally youthful natural home is the spiritual world (Vaikuntha)

God (Krsna) is not ONLY an all-pervading consciousness who is even in the atom, no, Krsna the Supreme Personality of Godhead and cause of all causes is also simultaneously an individual "PERSON" as an eternal spiritual bodily Form, who's Bodily rays ARE the Brahmajyoti.

Srila Prabhupada - "In the effulgent rays of the spiritual sky there are innumerable planets floating. The brahmajyoti emanates from the supreme abode, Kṛṣṇaloka, and the ānanda-maya, cin-maya planets, which are not material, float in those rays. The Lord says, na tad bhāsayate sūryo na śaśāṅko na pāvakaḥ/ yad gatvā na nivartante tad dhāma paramaṁ mama (BG 15.6). One who can approach that spiritual sky is not required to descend again to the material sky. In the material sky, even if we approach the highest planet (Brahmaloka), what to speak of the moon, we will find the same conditions of life, namely birth, death, disease and old age. No planet in the material universe is free from these four principles of material existence." (BG Introduction)

Srila Prabhupada - "in the brahmajyoti (spiritual sky) there are innumerable spiritual planets. The number of these planets is far, far greater than all of the planets of this material world. This material world has been approximated as only one quarter of the creation (ekāṁśena sthito jagat (BG 10.42). In this material segment there are millions and billions of universes with trillions of planets and suns, stars and moons. But this whole material creation is only a fragment of the total creation. Most of the creation is in the spiritual sky. One who desires to merge into the existence of the Supreme Brahman is at once transferred to the brahma-jyotir of the Supreme Lord and thus attains the spiritual sky. The devotee, who wants to enjoy the association of the Lord, enters into the Vaikuṇṭha planets, which are innumerable, and the Supreme Lord by His plenary expansions as Nārāyaṇa with four hands and with different names like Pradyumna, Aniruddha and Govinda associates with him there. Therefore at the end of life the transcendentalists think either of the brahmajyoti, the Paramātmā or Supreme Personality of Godhead Śrī Kṛṣṇa." (BG Introduction)

Srila Prabhupada - "The impersonalists and the yogīs attain liberation only after much trouble and many, many births. Even then, the liberation they achieve, merging into the impersonal brahmajyoti of the Lord is only partial, and there is the risk of returning to this material world. But the devotee, simply by understanding the transcendental nature of the body and activities of the Lord, attains the abode of the Lord after ending this body and does not run the risk of returning to this material world." Srila Prabhupada - "Kṛṣṇa, the Supreme Personality of Godhead, is partially realized in His impersonal brahmajyoti effulgence and as the all-pervading Supersoul dwelling within everything, including the particles of atoms. But Kṛṣṇa is fully realized only by His pure devotees. Consequently, Kṛṣṇa is the object of everyone's realization, and thus anyone and everyone is satisfied according to one's desire to have Him. In the transcendental world also, Kṛṣṇa reciprocates with His pure devotees in the transcendental attitude, just as the devotee wants Him. One devotee may want Kṛṣṇa as supreme master, another as his personal friend, another as his son, and still another as his lover." (BG, Ch 4 Text 11, Purport)

Srila Prabhupada - "The word brahma (Brahman) means "spiritual." The Lord is spiritual, and the rays of His transcendental body are called brahmajyoti, His spiritual effulgence. Everything that exists is situated in that brahma-jyotir, but when the jyoti is covered by illusion (māyā) or sense gratification, it is called material." (BG, Ch 4 Text 24, Purport)

Srila Prabhupada - "Impersonal brahmajyoti or localized Paramātmā realization is not perfect knowledge of the Absolute Truth, because it is partial. Full and scientific knowledge is Kṛṣṇa, and everything is revealed to the person in Kṛṣṇa consciousness. In complete Kṛṣṇa consciousness one knows that Kṛṣṇa is ultimate knowledge beyond any doubts. Different types of yoga are only steppingstones on the path of Kṛṣṇa consciousness. One who takes directly to Kṛṣṇa consciousness automatically knows about brahmajyoti and Paramātmā in full. By practice of Kṛṣṇa consciousness yoga, one can know everything in full, namely the Absolute Truth, the living entities, the material nature, and their manifestations with paraphernalia." (BG, Ch 7 Text 1, Purport) 

Srila Prabhupada - "The ingredients of the material manifestation are separated energies of the Lord. Even the brahmajyoti, which is the ultimate goal of the impersonalists, is a spiritual energy manifested in the spiritual sky. There are no spiritual diversities in the brahma-jyotir as there are in the Vaikuṇṭhalokas, and the impersonalist accepts this brahmajyoti as the ultimate eternal goal. The Paramātmā manifestation is also a temporary all-pervasive aspect of the Kṣīrodakaśāyī Viṣṇu. The Paramātmā manifestation is not eternal in the spiritual world. Therefore the factual Absolute Truth is the Supreme Personality of Godhead Kṛṣṇa. He is the complete energetic person, and He possesses different separated and internal energies." Srila Prabhupada - "The light of the sun and the moon is also originally emanating from the brahmajyoti, which is the impersonal effulgence of the Lord. And praṇava, or the oṁkāra transcendental sound in the beginning of every Vedic hymn, addresses the Supreme Lord. Because the impersonalists are very much afraid of addressing the Supreme Lord Kṛṣṇa by His innumerable names, they prefer to vibrate the transcendental sound oṁkāra. But they do not realize that oṁkāra is the sound representation of Kṛṣṇa. The jurisdiction of Kṛṣṇa consciousness extends everywhere, and one who knows Kṛṣṇa consciousness is blessed. Those who do not know Kṛṣṇa are in illusion, and so knowledge of Kṛṣṇa is liberation, and ignorance of Him is bondage." (BG, Ch 7 Text 8, Purport)

Srila Prabhupada - "O my Lord, You are the maintainer of the entire universe, and devotional service to You is the highest religious principle. Therefore, I pray that You will also maintain me. Your transcendental form is covered by the yoga-māyā. The brahma-jyotir is the covering of the internal potency. May You kindly remove this glowing effulgence that impedes my seeing Your sac-cid-ānanda-vigraha (Bs. 5.1), Your eternal form of bliss and knowledge." The Supreme Personality of Godhead in His transcendental form of bliss and knowledge is covered by the internal potency of the brahmajyoti, and the less intelligent impersonalists cannot see the Supreme on this account." Srila Prabhupāda - "It is clearly stated here that oṁ, Brahman and Lord Kṛṣṇa are not different. The impersonal sound of Kṛṣṇa is oṁ, but the sound Hare Kṛṣṇa contains oṁ. The chanting of the Hare Kṛṣṇa mantra is clearly recommended for this age. So, if one quits his body at the end of life chanting, 

Hare Kṛṣṇa, Hare Kṛṣṇa, Kṛṣṇa Kṛṣṇa, Hare Hare/ Hare Rāma, Hare Rāma, Rāma Rāma, Hare Hare.

One will certainly reache one of the spiritual planets, according to the mode of his practice. The devotees of Kṛṣṇa enter the Kṛṣṇa planet, Goloka Vṛndāvana. For the personalists there are also innumerable other planets, known as Vaikuṇṭha planets, in the spiritual sky, whereas the impersonalists remain in the brahmajyoti." (BG, Ch 8 Text 13, Purport) 

Srila Prabhupada - "This verse especially describes the final destination attained by the unalloyed devotees who serve the Supreme Personality of Godhead in bhakti-yoga. Previous verses have mentioned four different kinds of devotees- 

the distressed, 

the inquisitive, 

those who seek material gain, 

the speculative philosophers. 

Different processes of liberation have also been described: 

karma-yoga, 

jñāna-yoga,

haṭha-yoga. 

The principles of these yoga systems have some bhakti added, but this verse q quite for a moment without being in contact with the Supreme Lord, just as a fish cannot live without water. In such a state, the devotee actually attains the transcendental qualities in contact with the Supreme Lord." (BG, Ch 10 Text 9, Purport)

Srila Prabhupada - "The word mat-paramaḥ refers to one who considers the association of Kṛṣṇa in His supreme abode to be the highest perfection of life. Such a person does not wish to be elevated to the higher planets such as the moon or sun or heavenly planets, or even the highest planet of this universe, Brahmaloka. He has no attraction for that. He is only attracted to being transferred to the spiritual sky. And even in the spiritual sky he is not satisfied with merging into the glowing brahma-jyotir effulgence, for he wants to enter the highest spiritual planet, namely Kṛṣṇaloka, Goloka Vṛndāvana. 

He has full knowledge of that planet, and therefore he is not interested in any other. As indicated by the word mad-bhaktaḥ, he fully engages in devotional service, specifically in the nine processes of devotional engagement - hearing, chanting, remembering, worshiping, serving the lotus feet of the Lord, offering prayers, carrying out the orders of the Lord, making friends with Him, and surrendering everything to Him. One can engage in all nine devotional processes, or eight, or seven, or at least in one, and that will surely make one perfect." (BG, Ch 11 Text 55, Purport)

Srila Prabhupāda - "Nevertheless, there are those who are not attached to the personal form of Kṛṣṇa. They are so firmly detached that even in the preparation of commentaries to Bhagavad-gītā they want to distract other people from Kṛṣṇa and transfer all devotion to the impersonal brahma-jyotir. They prefer to meditate on the impersonal form of the Absolute Truth, which is beyond the reach of the senses and is not manifest." (BG, Ch 12 Text 1, Purport)

Srila Prabhupada - "The spirit soul is NOT formless; it has got form, the spirit soul always has form and is expressed as hands, legs, heads, everything. But with our material eyes at the present, our gross eyes, we cannot see these facts; therefore we foolishly believe the jiva-souls have no form." (Lecture BG, Ch 2 Text 14 Mexico, Feb 14, 1975)

Devotee – "Is the original body of the spirit soul a human form?"

Srila Prabhupada – "Yes, human form. God is also human form. "Man is made after the shape of God." I think there is in the Bible. Is it not? So God is also like human form. Here you see Krsna, two hands, two legs."

Hari-sauri dasa– "How do we understand, then, that there are peacocks and flowers and trees in the spiritual world? Are these not eternal forms?"

Srila Prabhupada – "[describing material form first]: Yes, but they are more covered in the material world, just like if you cover your body with blanket, the hands and legs are invisible. But you are not the blanket. So the trees and plants, they are more covered. They are not in full manifestation. The human form is the full manifestation of the soul."

Hari-sauri dasa - "They are covered in the spiritual world?"

Srila Prabhupada - "Not in the spiritual world, there that is voluntary, some devotee wants to serve Krsna as flower; they become flower there. If I want to be a flower I shall lie down at the lotus feet of Krsna, he becomes flower, voluntarily, and he can change his, from flower to human body. That is spiritual life. There is no restriction. If some devotee wants to serve Krsna as cow, he serves Krsna as cow, as calf, as flower, as plant, as water, as ground, field, or as father, as mother, as friend, as beloved, anything. It is inconceivable, yet a fact." (SB, Canto 6 Ch 1 text 1-4 Melb, Australia May 20, 1975)

Devotee - "I want to know exactly what is the form of the body. If the spirit soul (jiva-soul) is nonmaterial, what is the form?"

Srila Prabhupāda - "There is form. Just like this body is compared with the dress. Now, just like in your present material form you have got hand; therefore your coat has got hand, you have got leg; therefore your pant has got leg. Therefore, it is to be assumed that the spirit soul has got form, and it has developed into hands, legs, heads, everything. It is not formless; it has got form. But with our material eyes at the present, gross eyes, we cannot find it; therefore we say it has no form." (Lecture BG, Ch 2 text 14 Mexico, Feb 14, 1975)

Devotee - "Śrīla Prabhupāda, you state that spirit soul has form."

Srila Prabhupāda - "Yes."

Devotee - "Otherwise, how is the material body grown to accommodate the spirit soul? Just like a shirt has no form, but when it's put on the body, it takes the shapes of the body. Does that mean that the jiva-soul has the shape of the body that is accommodating it?"

Srila Prabhupāda - "Yes, you have got body, shape, very minute shape, that we cannot see, we cannot measure. Therefore in the Bhagavad-gītā it is said, anumeyam. You cannot measure. What is that word used? Aprameyam. Aprameyam, you cannot measure but it has a form. What is the length and breadth of that form, that is not in your power to understand, not materially. If you have got spiritual power then you can measure it. And that measurement is also given in the śāstra. What is that? One ten-thousandth part of the tip of the hair. Hair is a very small point. And divide it into ten thousand parts. That one part is the measure, magnitude of the soul." (Lecture SB, Canto 1 Ch 16 text 24 Hawaii, Jan 20, 1974)

The jiva-souls are eternal PERSONS called the "marginal living entities" meaning they can be influenced by either the spiritual energy (their infinite natural position), or the material energy.

The marginal living entity (jiva-soul) has always had their freedom (free will) therefore, there is no question of the marginal living entity ever not having free will because free will in Vaikuntha and Goloka Vrindavana is perpetually part and parcel of all marginal living entities (jiva-souls) make up.

The marginal living entities (jiva-souls) originate from Goloka-Vrindavana and NOT the Impersonal Brahman as Prabhupada teaches.

Srila Prabhupada - "In the broader sense everyone comes from Krsnaloka (Goloka-Vrindavana). When one forgets Krsna he becomes materially conditioned (nitya-baddha), when one remembers Krsna he is liberated (nitya-siddha)." (Letter to Mukunda, June 10, 1969)

Infinitely, the eternal constitution of all jiva-souls (marginal living entities) are nitya-siddha because they all come from Goloka-Vrindavana, it is only when they enter the material creation and then the impersonal brahman, do they then become nitya-baddha.

Therefore nitya-siddha can become a nitya-baddhas and nitya-baddhas can AGAIN become nitya-siddha.

No jiva-souls originate from the impersonal Brahmajyoti which is a condition of consciousness the jiva-souls fall too as Prabhupada explains here-

Srila Prabhupada - "Existence in the impersonal brahman (Brahmajyoti) is also within the category of non-Krsna consciousness. Those who are in the brahman effulgence are also in the fallen condition, so there is no question of falling down from a fallen condition. When fall takes place, it means falling down from the non-fallen condition. The non-fallen condition is Krsna consciousness." (Letter to Revatinandana, Los Angeles 13 June, 1970)..×**×..
