Personalism and free will go hand in hand. Without free will personalism becomes impersonalism.

It is very important to understand that the eternal individual jiva-souls are separated independent PERSONS, each as a unique spiritual bodily form eternally.

Although the spiritual bodily appearance of the eternal individual jiva-souls can change in the spiritual world, from being a  two-armed human looking spiritual bodily form like Krsnas in Goloka Vrindavana, to any bodily form or object on the Vaikuntha planets and Goloka-Vrindavana.

In the spiritual world EVERYTHING is alive as individual living life forms or objects. 

The eternal individual jiva-souls can voluntarily choose to be anything they like, from a human form to a blade of grass, all according to Krsna's pastimes.

Srila Prabhupada - "The individual jiva-soul's position in the spiritual world is voluntary, some devotees want to serve Krsna as flower; they become flower there, If I want to be a flower I shall lie down at the lotus feet of Krsna and become a flower, voluntarily, and one can change his form in the spiritual world from flower to human body. That is spiritual life. There is no restriction. If some devotee wants to serve Krsna as cow, he serves Krsna as cow, as calf, as flower, as plant, as water, as ground, field, or as father, as mother, as friend, as beloved, anything. It is inconceivable, yet a fact." (SB, Canto 6 Ch 1 text 1-4 Melb, Australia May 20, 1975)

In the spiritual world ALL relationships with Krsna are "equally blissful to each other," just like one may like a carnation flower, while others may choose to like a rose flower, there is always a choice.

"Free will" allows the eternal individual jiva-souls in the spiritual world to always voluntarily express themselves in their own unique special way, making them the contributing PERSON they are eternally.

Everything on the Vaikuntha planets and Goloka-Vrindavana is alive with unlimited individual life forms, there is no material energy (Maya) in the spiritual world. 

This means each eternal individual jiva-soul (marginal living entity) has their own unique personality and identity separate from Krsna's Personality.

Being a "personalist" means the individual jiva-souls must have the "free will" to voluntarily make their own decisions of service in the Vaikuntha planets and on Goloka-Vrindavana, including the choice to leave if they want.

Without "free will, personalism" has absolutely no meaning at all. The eternal individual spiritual bodily form of the jiva-souls are- 

sat, 

cit, 

ananda, 

vigraha.

These word's means- 

eternity, 

knowledge, 

bliss, 

form.

Fortunately, over 90% of jiva-souls choose to stay in Vaikuntha and Goloka-Vrindavana even though they can choose to leave if they want. 

In fact almost 10% do choose to leave and enter the material creation via the dreams of Maha-Visnu.

The eternal individual jiva-soul's voluntary contributions are eternally expressed fully in both Vaikuntha and Goloka-Vrindavana.

In the spiritual worlds they are never forced to surrender to Krsna or do anything they choose not to do. 

For loving service to truly each eternal individual jiva-soul must be able to express their free will by making their own choices, their own decisions, even if it means rejecting Krsna, otherwise there can be no question of being able to voluntarily express themselves as an individual and experience loving exchanges and service."

Srila Prabhupada - "So, unless there is a possibility of misusing our free will, there is no question of freedom." (Dialectical Spiritualism, Critique of Descartes)

This quality of free will is part and parcel of the individual jiva-soul's marginal constitution that allows them to be an independent free thinking expansion of the Krsna. 

Therefore, the eternal marginal living entity (individual jiva-souls) also means ALWAYS having "free will" that is included when describing the unique qualities and constitution of each individual jiva-soul. 

As said above, Krsna allows this freedom the eternal individual jiva-souls have because without "free will" PERSONAL loving exchanges, unique offerings, and a "two-way" reciprocal relationship with Krsna could never exist.

Srila Prabhupada – "You have got little independence therefore you can violate. Because you are part and parcel of God you have got independence, proportionately, therefore if he likes he can return to the material atmosphere. That independence has to be accepted, little independence. We can misuse that." (Mayapur, Feb 19, 1976)

As said above, having free will is the constitutional make up of all marginal living entities (individual jiva-souls) that is eternally part and parcel of their unique character and personality in the spiritual worlds. Without free will personalism cannot exist.

This means the individual jiva-souls can choose to leave the Vaikuntha planets or Goloka-Vrindavana if they choose, at anytime, it is nonsense to claim the jiva-souls can never again fall down once in Vaikuntha or Goloka-Vrindavana.

This is because free will always allows the choice to choose, and without the ability to voluntarily choose, there is no question of loving exchanges.

So, the choice to even leave the Vaikuntha planets or Goloka Vrindavana is possible because Krsna allows a "two-way" relationship where one can accept or reject Krsna if they choose.

Srila Prabhupada - "Free will means that you can act wrongly. That is free will, unless there is chance of doing wrong or right, there is no question of free will. Where is free will then? If I act only one sided, that means I have no free will. Because we act sometimes wrongly, that means free will."

Hayagriva dasa - "A man may know better but still act wrongly."

Srila Prabhupada - "Yes, but that is free will He misuses his. Just like a thief, he knows that his stealing is bad but still he does it. That is free will. He cannot check his greediness, so in spite of his knowing that he is doing wrong thing—he will be punished, he knows; he has seen another thief, he was punished, he was put into prison— everything he knows, but still he steals. Why? Misuse of free will. Unless there is misuse of free will, there is no question of free will." (Talk with Rene Descartes)

1 - Nitya-siddha means eternally liberated while in the spiritual world. 

2 - And nitya-baddha means eternally conditioned while in the material world, or inactive in the impersonal brahmajyoti. 

There is only one classification of the eternal individual jiva-souls, they can choose to be either eternally "conditioned," or eternally "liberated." 

There are NOT two types of eternal individual jiva-souls as some wrongly believe. 

Therefore, ALL eternal individual jiva-soul have two sides to their identity and personality. 

1 - The eternal individual jiva-souls can either be nitya-baddha, which means eternally conditioned in the material world or impersonal brahmajyoti). 

2 - Or nitya-siddha, which means eternally liberated in the Vaikuntha planets and Goloka-Vrindavana.

In this way the eternal individual jiva-souls can choose for themselves to be with Krsna, or reject Krsna.

This is because each eternal individual jiva-soul, as part of their spiritual constitutional make-up, has the free will and the right to choose sanctioned by Krsna.

Srila Prabhupada - "So, unless there is a possibility of misusing our free will, there is no question of freedom." (Dialectical Spiritualism, Critique of Descartes)

Srila Prabhupada – "So everyone can know that independence means one can use it properly, or one can misuse it. That is independence. If you make it one way only, that is not independence; that is force." (Los Angeles, June 23, 1975)

As said above, some gurus, sannyasis and Vedic scholars wrongly claim there are two types of jiva-souls- 

1 - One jiva-soul stays in the Vaikuṇṭha planets and Goloka-Vṛndāvana and NEVER falls down or have a choice to leave and enter the temporary material world, they are called nitya-siddha.

2 - And the other eternal individual jiva-soul is "active" in the temporary material world, or inactive in the impersonal brahmajyoti, and have NEVER previously been to the spiritual world they claim. They are the  nitya-baddhas who, after leaving the "active temporary decomposing material world, of repeated birth and death" can become dormant (inactive) in the impersonal Brahmajyoti. However, the eternal individual jiva-soul CAN eventually enter the spiritual world too, but once there can NEVER fall down again to the material world - so they claim. 

Such an impersonal division of the eternal individual jiva-souls into two permanent categories is bogus nonsense.

There is only one category of eternal individual jiva-souls who have two-sides to their individual personality explained above, they can be either nitya-siddha (eternally liberated) or nitya-baddha (eternally conditioned) 

The position is eternal and NOT the individual jiva-souls in those positions of eternally liberated (nitya-siddha) and eternally conditioned (nitya-baddha) this is important to understand.

The eternal individual jiva-soul's original natural position is nitya-siddha or eternally liberated in Vaikuntha or Goloka-Vrindavana which is their natural eternal home they have fallen down from to be nitya-baddha.

Srila Prabhupada - "In the broader sense everyone comes from Krsnaloka (Goloka-Vrindavana). When one forgets Krsna he is conditioned (nitya-baddha), when one remembers Krsna he is liberated (nitya-siddha)." (Letter to Mukunda, June 10, 1969)

As said above, there is only one category of the eternal individual jiva-souls who can be either nitya-baddha (eternally conditioned) in the material world and impersonal brahmajyoti, or nitya-siddha (eternally liberated)  in the Vaikuntha planets and Goloka-Vrindavana. 

Srila Prabhupada – "The answer to your question about the marginal energy is that the jiva-soul is always called the marginal energy whether he is in the spiritual world or in the material world." (Letter to Rayarama, Dec 2, 1968)

This point is emphasised here to make it clear that only one kind of eternal jiva-soul exists who have "two sides" to their individual marginal identities activated one way or the other by free will or the choice to be either nitya-siddha or nitya-baddha.

So let's be clear, the eternal individual jiva-souls can be either (by choice) nitya-siddha (eternally liberated) or nitya-baddha (eternally conditioned)

Srila Prabhupada - "By following the rules and regulations and instructions of the spiritual master, he can become AGAIN nitya-siddha. So the Krsna consciousness movement is to make the nitya-baddhas AGAIN nitya-siddha." (New York City Temple Lecture on CC, July 13, 1976)

Srila Prabhupada - "So the Krsna consciousness movement is to make the nitya-baddhas AGAIN nitya-siddha, to bring them to their original position. It is a difficult task." (London lecture on BG 13-14, July 14, 1973)

Srila Prabhupada - "There are three kinds of liberated persons. They are called- 

1) sadhan siddha, 

2) kripa siddha, 

3) nitya siddha. 

When one is actually on the siddha platform there is no such distinction as to who is sadhan, kripa, or nitya siddha. When one is siddha, there is no distinction what is what. 

Just like when the river water glides down to the Atlantic Ocean nobody can distinguish which portion was the Hudson River or some other river." (Letter to Mukunda, June 10, 1969)

Srila Prabhupada - "Nitya-baddhas are conditioned within this material world, beginning from Brahma down to a small ant, insignificant ant, they are all nitya-baddha. Anyone who is in this material world they are nitya baddha." (Lecture BG, July 14, 1973)

Srila Prabhupada - "We cannot say therefore that we are not with Krsna. As soon as we try to become Lord, immediately Maya covers us. Formerly we were with Krsna in His lila or sport. But this covering of Maya may be of very, very, very, very long duration; therefore many creations are coming and going." (Letter to Madhudvisa Swami June 1972 Melb, Australia)

Srila Prabhupada – ''Regarding your questions about how and from where did the conditioned souls fall, your first question if someone has a relationship with Lord Krsna on Krsnaloka (Goloka Vrindavana), does he ever fall down to the material world? The souls are endowed with minute independence as part of their nature and this minute independence may be utilized rightly or wrongly at anytime, so there is always a chance of falling down by misuse of one’s independence." (Letter to Jagadisa dasa 25th April 1970)

Srila Prabhupada – "These spirit souls and all spirit souls are coming from Vaikuntha (the spiritual world), but in these material worlds they are taking various grades of material bodies according to their material activities. There is no new souls ever created, new and old are due to this material body, but the soul is never born and never dies, so if there is no birth how there can be new soul." (Letter to Jagadisa dasa 9th July 1970)

Bhagavad Gita As It Is confirms this fact-

Bhagavad Gita As It Is - “Never was there a time when I did not exist, nor you, nor all these kings; nor in the future shall any of us cease to be.” (BG, Ch 2 text 12)

Bhagavad Gita As It Is - “As the embodied soul continuously passes, in this body, from boyhood to youth to old age, the soul similarly passes into another body at death. A sober person is not bewildered by such a change." (BG, Ch 2 text 13)

Bhagavad Gita As It Is - "For the soul there is neither birth nor death at any time. He has not come into being, does not come into being, and will not come into being. He is unborn, eternal, ever-existing and primeval. He is not slain when the body is slain." (BG, Ch 2 text 20 “corrected” 1983 edition)

Bhagavad Gita As It Is - "O Pārtha, how can a person who knows that the soul is indestructible, eternal, unborn and immutable kill anyone or cause anyone to kill?" (BG, Ch 2 text 21)

Bhagavad Gita As It Is - "As a person puts on new garments, giving up old ones, the soul similarly accepts new material bodies, giving up the old and useless ones." (BG, Ch 2 text 22)

Bhagavad Gita As It Is - "The soul can never be cut to pieces by any weapon, nor burned by fire, nor moistened by water, nor withered by the wind." (BG, Ch 2 text 23)

All individual jīva-souls are ETERNAL unique persons as a spiritual bodily form, therefore there are no new jiva-souls being created because they have ALWAYS existed meaning they are beginningless and endless.

Srila Prabhupada - "Regarding your questions concerning the spirit souls falling into Maya’s influence, it is not that those who have developed a passive relationship with Krsna are more likely to fall into nescient activities. Usually anyone who has developed his relationship with Krsna does not fall down in any circumstance, but because the independence is always there, the soul may fall down from any position or any relationship by misusing his independence."(Letter to Jagadisa dasa 27th Feb 1970)

Srila Prabhupada - "But his relationship with Krsna is never lost, simply forgotten by the influence of maya, it maybe regained or revived again by the process of hearing the Holy Name of Krsna and then the devotee engages himself in the service of the Lord which is his original constitutional position. The relationship of the living entity with Krsna is eternal as both Krsna and the living entity are eternal; the process is one of revival only, nothing new." (Letter to Jagadisa dasa 27th Feb 1970)

Krsna (God) is more inclined to help those who first do everything they can to help themselves find a spiritual master to teach them spiritual life.

If one is genuinely honest within one's heart, Krsna sends the Guru (spiritual teacher) who will guide them out of the material creation and return them back home, back to Godhead to be with Krsna or Visnu.

Krsna will help you when He sees you are trying your very hardest to do everything you can to help yourself find God and serve Him, only then will Krsna send you a spiritual teacher. 

Srila Prabhupada - "In all the śāstras [scriptures] the guru is described to be as good as God, but the guru never says, ‘I am God.’ The disciple’s duty is to offer respect to the guru just as he offers respect to God, but the guru never thinks, ‘My disciples are offering me the same respect they offer to God; therefore I have become God.’ As soon as he thinks like this, he becomes a dog." (From Prabhupada's Book, "Science of realization")

Genuine loving exchanges are voluntary and reciprocal, it is never a "one-way" street where Krsna does all the actions and thinking for you.

Surrender to Krsna's pure devotees does NOT mean the individual jiva-souls lose their free will, their independence to voluntary contribute to their relationship with Kṛṣṇa, and one's unique individuality, just to be qualified to enter the spiritual world, no, such bogus surrender is nonsense impersonalism! 

The eternal marginal living entities (individual jiva-souls) have always had their freedom of self expression (free will) therefore, there is no question of the marginal living entity (jiva-souls) ever not having free will. 

This is because free will on the Vaikuntha planets and Goloka Vrindavana is perpetually part and parcel of all marginal living entities (jiva-souls) eternal constitutional make up.

The individual marginal living entities (jiva-souls) come from their eternal original home in Goloka-Vrindavana or the Vaikuntha planets and NOT the nonsense "inactive" Impersonal brahmajyoti or brahman where impersonalist yogis go to attempt suicide as Prabhupada teaches.

Originally all eternal individual jiva-souls are nitya-siddha as explained above because they all come from their eternal home in  Goloka-Vrindavana, only when they enter the mundane temporary material world and the impersonal brahmajyoti or brahman do they then become nitya-baddha.

Therefore, a nitya-siddha can become a nitya-baddhas and nitya-baddha can AGAIN become nitya-siddha. 

No eternal individual jiva-souls originates from the impersonal brahmajyoti as fools believe Prabhupada explains here-  

Srila Prabhupada - ''Existence in the impersonal brahman is also within the category of non-Krsna consciousness. Those who are in the brahman effulgence are also in the fallen condition, so there is no question of falling down from a fallen condition. When fall takes place, it means falling down from the non-fallen condition. The non-fallen condition is Krsna consciousness." (Letter to Revatinandana, Los Angeles 13 June, 1970) 

Devotee – "When we are in the spiritual sky and serving Krsna, we have a perfect relationship with Krsna, what causes us to fall down in the material world, because we’re already serving Krsna?"

Srila Prabhupada – "Because you desire to fall down. Here it is explained that "Don’t fall down."

Devotee – "Srila Prabhupada, I can’t understand why we should have an impure desire when we are already serving Krsna."

Srila Prabhupada – "Because you have got little freedom (free will), it is desire."

Devotee – "In the Srimad Bhagavatam it says that Krsna did not want us to come to the material world, if Krsna did not want us to come, why are we here?"

Srila Prabhupada – "Yes, you forced Krsna to allow you to come. Just like sometimes a child forces his father. Father says, "My dear son, do not do this. Do not go there." But he insists, Oh, I must go. I must go." "All right, you go at your risk. That’s all. And you suffer. What can be done?" Because you are Son of God you have got independence, full independence, almighty—therefore you have acquired the quality of your father. You have got little independence. So God does not interfere with your little independence. If you persist that "I must go and enjoy independently," so God says, "All right, you can go." This is the position. You have to take sanction. That is a fact. But when you persist, God sanctions. And you come and enjoy." (Rathayatra lecture Melb, Australia June 25, 1974)

Question - Is there a place in the spiritual world from where we can never fall down from?"

Answer - No, it is not based on a place where you can never fall down from that keeps you on a Vaikuntha planet or Goloka Vrindavana, it does not work that way because of "free will," which means there is always choice otherwise "personalism" and "free will" have no meaning.

If you were forced to stay anywhere then how can there be voluntary love? Where is free will? The choice to leave the spiritual world or stay must always be with the eternal individual jiva-souls too.

Many who consider themselves advanced devotees of God cannot understand what "free will" and "personalism" really means, they sentimentally claim not even a blade of leaves can fall down from the Vaikuntha planets or Goloka Vrindavana.

It is immature to claim the eternal individual jiva-souls can never again fall down from the Vaikuntha planets and Goloka-Vrindavana because if they genuinely do have free will, then they can make their own decisions "one way or the other,"  without any pressure of force from Kṛṣṇa.

And remember there is no material energy or Maya in the spiritual world to tempt the individual jiva-souls, but there is always free will.

Remaining on the Vaikuntha planets and Goloka-Vrindavana eternally (infinity) is based on what the eternal individual jiva-souls want to do as a unique separate independent beings. It is their choice also to say or go, not just Krsnas as explained above. Love is a two-way street and not a one-way dictatorship.

Otherwise there is no meaning to having free will or personalism.

Personalism and free will go hand in hand. Without free will personalism becomes impersonalism.

If Krsna forced His will on the eternal individual jiva-souls, then He destroys their independence, their quality of voluntary contributions and turns personalism into impersonalism. 

Free will or the ability to voluntarily express themselves in their own unique way, allows the eternal individual jiva-souls to voluntarily choose how they want to serve (or not serve), even if means returning back to the temporary material world.

In other words, the individual jiva-souls also have a choice to become a servant of the Lord, or can reject Him if they want in the Vaikuntha planets and Goloka Vrindavana, only sentimental fools polluted by impersonalism cannot understand this.

The eternal individual jiva-souls never lose their unique ability of free will and independent self expression, where one is personally always aware they can choose how to selflessly serve Krsna in their own unique way as the loving servant of the servant of Krsna.

The fact that one does not again fall from Krsna's personal Kingdom is the eternal individual jiva-soul's responsibility too and not just Krsnas. Remember, love is a "two-way street" of loving exchanges and reciprocation and never a "one-way" loveless dictatorial leadership.

It is the eternal individual jiva-soul's voluntary choice to be with Krsna or ignore Him.

However, fortunately 90% of all eternal individual jiva-souls do NOT fall down from the Vaikuntha planets or Goloka Vrindavana because they choose not to leave and stay serving Krsna or Visnu.

That choice to stay in the Vaikuntha planets and Goloka-Vrindavana, or leave is always with the eternal individual marginal living entities (jiva-souls) right as well which proves if free will really exists.

The individual jiva-souls or marginal living entities have 78.125% of Krsna's quantities which is having 50 of Krsna's 64 attributes.

They have their own independence, identity, personality, individuality and the ability to choose. 

This means, because of free will, the eternal individual jiva-souls have the ability to agree or not agree with Krsna, otherwise the words "personalism" and "free will" have no meaning.

"Free will" and "personalism" go hand in hand and have no meaning without each other, just like the Sun-disc and the sun-rays have no existence without each other.  

The individuality and free will the jiva-souls eternally have, must allow them to choose Krsna, or choose to be separate from Krsna.

Remember, as said above, Maya and the material energy do not exist on the Vaikuntha planets or Goloka-Vrindavana, so Maya is unknown to the jiva-souls in the spiritual worlds and is NEVER the cause of fall down.

However, free will (freedom of self expression) and independence allows the eternal individual jiva-souls to experience their own unique sense of self with the ability to express themselves in the way they choose. 

All these qualities are the constitutional make up of each eternal individual jiva-soul in the Vaikuntha planets and Goloka Vrindavana. 

And if all those abilities are taken away, then the eternal individual jiva-souls lose the ability of "free will and personalism" which allows them to give and accept love, without free will the individual jiva-souls become impersonalist no better than dead stone.

Srila Prabhupada - "If you have no ''free will, "then you are a stone. The stone has no "free will." Do you want to be stone? Then, you must have "free will!" But don't misuse your ''free will." But don't try to become stone either. That is not life." (Aug 5, 1976, New Mayapur France)

Srila Prabhupada - "Because you are Son of God you have got independence, full independence, almighty—therefore you have acquired the quality of your father. You have got little independence. So God does not interfere with your little independence." (Melb, Australia June 25, 1974)

No one can force the eternal individual jiva-souls to stay in the Vaikuntha planets or Goloka-Vrindavana, that choice is always a two-way decision between the Lord and the individual jiva-souls.

For loving exchanges to truly exist with the eternal jiva-soul, they must have the the right to express themselves including choosing to leave the Vaikuntha planets or Goloka Vrindavana at anytime, therefore, returning to the spiritual world is not necessarily permanent Prabhupada explains.

Syamasundara - "But can we predict that the process (returning back home back to Godhead) will be permanent? Can we predict that? Just like many prisoners....?" 

Srila Prabhupada - "Yes, otherwise there is no meaning of independence and free will. Independence means you can do this, you can do that. "All right you do whatever you like."

Devotee  "Then he is so many times falling down, again and again, so will he eventually permanently come back?"

Srila Prabhupada - "No, there is no question of permanent because he has got independence, he can misuse his independence, he can fall down. That's why when a man is released from the prison house, that does not mean permanently because he can come back again, the general law is not to come back. but if he likes, he can come back, otherwise what is the meaning of independence? Just like one becomes free from the prison house, naturally he should not go there again." (Discussions with Syamasundara on Henri Bergson philosophy)

The eternal individual jiva-souls are minor separated expansions of Krsna endowed with individuality that allows them to experience an independent existence if they choose. 

This allows the eternal individual jiva-souls to make their own decisions and choices. Therefore, Krsna does not interfere with the eternal individual jiva-soul's free will because it is part and parcel of their eternal spiritual constitution.

Krsna never at any point did not give freedom or free will to the eternal individual marginal living entities (jiva-soul) because they have always had free will in the Vaikuntha planets and Goloka Vrindavana without beginning or end. 

"Free will" allows the individual jiva-souls to experience individuality, loving reciprocation, independent service, and be responsible for their actions. This however does not means all individual jiva-soul's are independent from Krsna's control of all things, that is not possible. 

At all time the eternal individual jiva-souls are dependent on Krsna or His expansions, even as independent individuals because Krsna is the Supreme Personality of Godhead and cause of all causes. Therefore, the eternal individual jiva-souls always remain independent separated living entities, but are always simultaneously depend on Krsna and His expansions in both the spiritual worlds and material worlds also.

The eternal individual jiva-souls are never fully independent because Krsna owns everything.

However, even though the individual jiva-souls are an expansion of Krsna, the individual jiva-souls are not one with Krsna in personality. 

Both Krsna and the jiva-souls are independent with their own unique personality.

The eternal individual jiva-souls are not "one" with Krsna but are separate independent thinking living entities with their own sense of self and unique personality separate from Krsna's Personality. They can be "one" in purpose only. 

Lord Caitanya Mahaprabhu is the manifestation of Radha and Krsna in the one spiritual Body where both experience each other's love for each other. 

Infact, Krsna, Lord Caitanya Mahaprabhu, Balarama, Radharani and unlimited others are all the same personality, all direct expansions of Kṛṣṇa.

The eternal individual jiva-souls are also expansions but are "separated" expansions that means they each have a unique personality separate from Krsna's Personality. 

However a small minority of eternal individual jiva-soul's (independent separated jiva-souls who have 78.125% of Krsna's qualities which means they have 50 of Krsna's 64 attributes) can choose to leave the Vaikuntha planets and Goloka-Vrindavan if they like.

The claim from some devotees and scholars that once reaching the Vaikuntha planets and Goloka-Vrindavana, the eternal individual jiva-soul will never again fall down to the material world is incorrect and proves these gurus, sannyasis, devotees and scholars do not properly understand what free will or personalism really is no matter how advanced they are claimed to be. 

Therefore, to say those who enter the Vaikuntha planets and Goloka-Vrindavana will never again fall down is only true for those who choose not to fall down. In other words, if the individual jiva-souls want to leave the spiritual world they certainly can do so at anytime. 

Going to the material world is ultimately the eternal individual jiva-soul's choice, and Krsna does not interfere with that choice, even though He has promised there is no return to the material creation once entering the spiritual atmosphere, their is return if the individual jiva-souls choose to return and even reject His promise as well.

The fact, there is return if the individual jiva-souls want to return to the material world Prabhupada tells us. 

It is the individual jiva-soul's choice where they want to be and not Kṛṣṇa's choice. Otherwise if Krsna interfered and forced them to stay in the spiritual world, then free will and personalism would be meaningless. 

Acyutananda – "But in the Bhagavad Gita it says, "Once coming to the spiritual world's of the Vaikuntha planets and Goloka-Vrindavana, the individual jiva-souls will never return to the material world, he can return?"

Srila Prabhupada – "If he likes he can return, that is voluntary."

Guru-kripa – "How is it that one can become envious of Krsna?"

Srila Prabhupada – "You have got little independence, you can violate. Because you are part and parcel of God, God has got full independence, but you have got little independence, proportionately, because you are part and parcel, if he likes, he can return. That independence has to be accepted, little independence. We can misuse that. Krsna-bahirmukha haïä bhoga väïchä kare. That misuse is the cause of our falldown." (Conversation, Mayapur, Feb 19, 1976)

For those who believe no one can ever fall down from Vaikuntha have, they have not understood the variety of living entities on the Vaikuntha planets and on Goloka Vrindavana, of whom the individual jiva-souls (marginal living entities) are just in one category.

It is only a very small minority of eternal individual jiva-souls who choose to leave and not in the category of "Visnu-tattvas" or "Visnu-sakti-tattvas" who never fall down because they ARE Krsna Himself playing another role in His own pastimes.

Many have not understood there is another category of living entities in Vrindavana who never fall down. They are the Visnu-"sakti"-tattvas who are not individual jiva-souls but are Visnu-tattva personalities playing many different role. 

Visnu-"sakti"-tattvas are direct expansions of Krsna who have most of His qualities having 93.75% of Krsna's qualities, which means they have 60 of Krsna's 64 attributes.

Of course it is not possible that Krsna's Visnu-tattva expansions can fall down because they are full expansions of Krsna, they are Krsna experiencing Himself in another role, like in a play.

So for them, their choices are exactly the same as Krsna's choice. And for over 90% of the eternal individual jiva-souls, even though they who have the choice to leave the spiritual world, they choose not too.

Devotee - "Well, I believe you once said that once a conditioned soul becomes perfected and gets out of the material world and he goes to Krsnaloka (Goloka-Vrindavana), there’s no possibility of falling down again?"

Srila Prabhupada - "No, there IS possibility of fall down, but he does not come if he is intelligent. Just like after putting your hand in the fire, you never put it in again IF you are really intelligent. So those who are going back to Godhead, they become intelligent and not fall down again." (CC, Adi-lila 7.108-San Francisco, Feb 18, 1967)

However, there will always be a very small minority of only the jiva-souls who misuse their free will and leave Vaikuntha or Goloka-Vrindavana.

Free will is eternal in the spiritual worlds, without having the choice to either forget or remember Krsna, then we would have no independent personality separate from Krsna's Personality and no ability to voluntarily offer love, we would be like dead stone or machines in a factory.

The eternal constitution and original position of the marginal living entities (jiva-souls) is fully explained by Krsna disguised as a brahmana as follows- 

The Brāhmaṇa said - "My dear friend, even though you cannot immediately recognize Me, can't you remember that in the past you had a very intimate friend? Unfortunately, you gave up My company and accepted a position as enjoyer of this material world." (SB, Canto 4 Ch 28 text 53)

Srila Prabhupada - "So everyone can know that independence means one can use it properly, one can misuse it. That is independence. If you make it one way only, that you cannot become fall down, that is not independence. That is force. Therefore Krsna says, yathecchasi tathä kuru. "Now you do whatever you like." We must never forget that Krsna is the Supreme Personality of Godhead and cause of ALL causes and nothing can happen unless it is first sanctioned by Krsna.

If we properly understand this, then we will understand the following discussion that EVERYTHING comes from Krsna, including free will.

Srila Prabhupada is simply confirming below that EVERYTHING comes from Krsna and MUST be sanctioned by Krsna first, including the individual eternal jiva-souls FREE WILL. 

Syamasundara dasa - "Does the individual soul have a little independence to choose?"

Srila Prabhupada - ''No (not without the sanction of Krsna) Bhagavad-Gita states that when the individual soul wants to act, Krsna gives the orders. Man proposes, and God disposes."

Syamasundara dasa - "So we have no free will?"

Srila Prabhupada - ''Not independent from Krsna, not without the sanction of Krsna first. Without Him, we cannot do anything, therefore Krsna is the ultimate cause of all causes."

Syamasundara dasa - ''But I thought you have been saying that we have a little independence?"

Srila Prabhupada - "We have the independence (free will) in the sense that we may deny or affirm, but unless Krsna sanctions our desires, we cannot do anything." (Dialectical Spiritualism: A Vedic View of Western Philosophy)

Srila Prabhupada here is simply confirming EVERYTHING comes from Krsna and MUST be sanctioned by Him first, including FREE WILL.

This is because Krsna is the Supreme Personality of Godhead and cause of ALL causes meaning nothing can happen without the sanction of Krsna. 

"Not a blade of grass can move without His sanction."

However, Krsna will ALWAYS sanction free will and the ability to choose, because without free will, the individual jiva-souls could never voluntary contribute in their own individual unique way to their relationship with Kṛṣṇa, free will actually makes the relationship with Krsna PERSONAL expressed in a "two-way" exchange."

In this way, free will and personalism go hand in hand in a "two-way" relationship of loving co-operation and exchanges.

Just like a "one-way" suppressive dictatorship denies personal contributions, goes hand in hand with impersonalism.

As said above, Srila Prabhupada in his discussion with Syamasundara dasa, is simply making the point that EVERYTHING is under the control of Krsna as said above- 

"Not a blade of grass moves without the will of the Lord."

In other words, we only have free will because Krsna allows it. On the other hand, as explained above, without free will the spiritual world would be impersonal and emotionally stagnant and cold like dead stone!

Srila Prabhupada - "If you have no free will, then you are a stone. The stone has no free will. You want to be stone? Then you must have free will!" (Aug 5, 1976, New Mayapur France)

All the individual personal contributions from the eternal jiva-souls, are forever expanding their unique ability of self expression in the Vaikuntha planets and Goloka-Vrindavana.

This allows them to always make voluntary offerings to Krsna and Viṣṇu that forever increase and expand the loving emotions of cooperation in a healthy "two-way" exchange between Kṛṣṇa and the individual jīva-souls.

It is very important to understand that the eternal individual jiva-souls are "PERSONS" as a perpetual spiritual bodily form with their own unique individual quality of self expression existing always in both the Vaikuntha planets and Goloka-Vrindavana.

It must be clearly understood for love to truly exist, each eternal individual jiva-soul MUST have their free will to make their own choices (freedom of voluntary unique self expression) even if it means leaving Krsna if they choose, otherwise there can be no question of genuine love, service or free will.

Swedish man - "Is there free will?"

Srila Prabhupada - "Yes, just like you are sitting here. If you don’t like, you can go away. That’s your free will. There is free will, we are part and parcel of God, therefore we have got minute quantity of freedom." (Temple lecture Stockholm Sweden 1974)

Srila Prabhupada - "Every individual soul is awarded a portion of independence because each is part and parcel of God. Thus he has the quality of independence, but in minute quantity. That is his individuality." (Dialectical Spiritualism: A Vedic View of Western Philosophy)

Srila Prabhupada  - "Free will means that you can act wrongly. That is free will. Unless there is chance of doing wrong or right, there is no question of free will. Where is free will then? If I act only one sided, that means I have no free will. Because we act sometimes wrongly, that means free will."

Hayagriva dasa - "A man may know better but still act wrongly."

Srila Prabhupada - "Yes, but that is free will, he misuses his free will. Just like a thief, he knows that his stealing, it is bad, but still he does it. That is free will. He cannot check his greediness, so in spite of his knowing that he is doing wrong thing—he will be punished, he knows; he has seen another thief, he was punished, he was put into prison— everything he knows, but still he steals. Why? Misuse of free will. Unless there is misuse of free will, there is no question of free will." (Talk on Rene Descartes philosophy)

Syamasundara - "But can we predict returning back home back to Godhead will be permanent? Can we predict that? Just like many prisoners leave the prison, however some do come back?''

Srila Prabhupada - "No, there is no permanent effect because we have got little independence. There is nothing permanent because you can misuse your independence at any time."

Syamasundara - "And some come back?"

Srila Prabhupada - "Yes, otherwise there is no meaning of independence and free will. Independence means you can do this, you can do that. "All right. Whatever you like."

Devotee - "Then he is so many times falling down, again and again, so will he eventually permanently come back?"

Srila Prabhupada - "He has got independence, therefore there is always the possibility he can misuse his independence, he CAN fall down. That's why when a man is released from the prison house, that does not mean permanently because he can come back again, the general law is NOT to come back, but if he likes, he can come back, otherwise what is the meaning of independence? Just like one becomes free from the prison house, naturally he should not go there again." (Talk with Syamasundara on Henri Bergson philosophy)

Bali Mardana - "An example of free will is someone can choose Kṛṣṇa or turn away? Is that example of free will?"

Srila Prabhupāda - "Yes, because if you accept Kṛṣṇa, then you must follow what Kṛṣṇa says. If you don't follow Kṛṣṇa, then what is the use of talking of Kṛṣṇa? Kṛṣṇa says, 

satataṁ kīrtayanto mām: (BG 9.14) "Always chanting about Me." 

That is mahātmā. Satataṁ kīrtayanto māṁ yatantaś ca dṛḍha-vratāḥ (BG 9.14). Mahātmānas tu māṁ pārtha daivīṁ prakṛtim āśritāḥ: (BG 9.13) 

Mahātmā, those who are devotee, they are not under these material influence. If he accepts Kṛṣṇa, he must abide by the injunction of Kṛṣṇa." (Morning Walk, Jan 22, 1974, Hawaii)*

The eternal marginal living entities (individual jiva-souls) never lose their unique "free will" that allows independent self expression on the Vaikuntha planets and Goloka Vrindavana.

The eternal marginal living entities (individual jiva-souls) never lose their unique "free will" that allows independent self expression and voluntary contributions and offerings in the Vaikuntha planets and Goloka Vrindavana.

This means there are always loving exchanges and reciprocation going on eternally between the eternal individual jiva-souls and Krsna. 

The individual jiva-soul's relationship with Krsna is always voluntary and based on "free will," which means the freedom of self expression and the choice of personal offerings while participating in Krsna's service. 

Such cooperation between Kṛṣṇa and the eternal individual jīva-souls is the bases of personalism.

This further acknowledges that the individual jiva-soul's independent identity, personality and character is eternally separate from Krsna's absolute controlling Personality, even though Krsna knows everything and is the Supreme Personality of Godhead and cause of all causes.

Krsna allows this diversity so a "two-sided" constructive, contributing relationship exists because for genuine love to exist, their MUST be loving exchanges between two independent individuals.  

This means the individual freedom (free will) of the eternal jiva-souls (devotees), exist for the purpose of having their own unique personal contributions and offerings in a relationship of cooperation, instead of always being told what to, how to think and act, that only denies voluntary contributions (personalism).

The devotees (the eternal individual jiva-souls) perpetually have free will, this means eternally having the freedom of self expression and unique independent actions.

Such freedom of consciousness inspires diversity, unlimited independent contributions and personal ideas in an atmosphere of mystery, intrigue and suspense 

Such qualities are always there in the spiritual world, and to be real, they must be expressed in a "two-way" mood of cooperation, loving exchanges and unique autonomy otherwise the spiritual world would be one-sided stagnant loveless place with nothing new is ever being presented or offered by the individual jiva-souls.

Of course, to the devotees (eternal individual jiva-souls), Krsna is the most beautiful, the kindest most caring selfless Person they know, the dedicated devotees are always in awe, amazement, humility and ecstasy while in His presence. 

However, due to free will, the individual devotees always have their independent choice to worship Kṛṣṇa, or ignore Him. Such worship of Kṛṣṇa is NEVER demanded by Krsna. 

In this way, the Kingdom of God is NOT a so called paradise centred impersonally around "one person," and forced in a "one-way" dictatorship of threatening demands to worship where that one person is surrounded by mindless drones (yes men and women).

No, Krsna does not want to be an impersonal self centred, self absorbed God like that, living in an impersonal loveless kingdom where all decisions are made by God denying the devotee of self expression and personal contributions and loving offerings or gifts.

Even though everyone in the spiritual world is always attracted to only Kṛṣṇa but such worship is never demanded by Krsna, that is voluntary due to the attraction the devotees have for Krsna.

Such worship of Kṛṣṇa is not Krsna's doing, and is never forced by Him, it is the devotee's (the eternal individual jiva-soul's) attraction and selfless love for Krsna that is the cause of their surrender to Krsna.

Those who choose to worship Kṛṣṇa are allowed to voluntarily serve Him in unlimited ways of their choice.

Krsna never demands, forces the eternal individual jiva-souls to do anything they choose not to voluntarily do.

Having free will creates intrigue and mystery, it is almost as if Krsna gave the individual jiva-souls their free will to see what they choose to do. 

Krsna therefore gives the eternal jiva-souls their independencinso they can express their unique free will.

Krsna wants to see the individual jiva-souls contribute in their own unique personal ways rather than always being controlled by God and being always told how to think and act. 

Such absolute control that denies self expression and personal voluntary contributions or service, is loveless  impersonalism.

In this way, personalism and free will, go to together, both are eternally linked, without free will, personalism can never exist.

This means in their full potential, all eternal individual jīva-souls are unique independent persons who eternally have the freedom to voluntary express themselves in their own way (free will)

These deep secrets of selfless pure devotional service within Krsna's creation, can only be expressed when "personalism" and "free will" are combined and properly understood.

At the same time, we must never forget that Krsna is the Supreme Personality of Godhead and cause of all causes, He wins our hearts by His selfless devotion and care for us, infact Krsna's love for His devotees is far greater than they can ever love Him. 

The following discussion with Srila Prabhupada explains how everything, including free will, comes from Krsna.

Srila Prabhupada is confirming below that everything comes from Krsna and must be sanctioned by Krsna first, including the individual eternal jiva-souls free will.

As said above, often I wonder if Krsna gave the individual jiva-souls free will just to see what they would do with it and watch how they acted.

Although, as explained above, without free will (voluntary service) the spiritual world would be impersonal and emotionally stagnant and cold like dead stone!

For loving exchanges to truly exist between Kṛṣṇa and His devotees in the spiritual world, each eternal individual jiva-soul (devotee) must have the free will to choose how to voluntarily express themselves.

The freedom self expression allows the devotees to voluntary contribute in their own unique way how THEY want to please Krsna, making the eternal relationship very personal.

Sadly, the individual devotees can also leave Krsna if they choose (fall down into the material world), otherwise there can be no question of free will expressed with voluntary loving exchanges and personal contributions.

Personalism and free will are eternally linked, without free will, personalism, or voluntary contributions and cooperation serving Krsna, can never exist.

The qualities of "free will" or self expression allows the eternal individual jiva-souls to contribute in their own unique way separate from Krsna's all-pervasive control, based on their own "personal sense of individual self." 

This means the eternal individual jiva-souls can contribute or serving Krsna in their own unique way that makes them the individual persons they are for infinity.

In other words, "free will" allows the eternal individual jiva-souls in the spiritual world to always voluntarily express themselves in their own unique special way, making them the contributing person they are eternally.

Srila Prabhupada - “The individual jiva-soul's position in the spiritual world is always voluntary, some devotees want to serve Krsna as flower; they become flower there, If I want to be a flower I shall lie down at the lotus feet of Krsna and become a flower, voluntarily, and one can change his form in the spiritual world from flower to human body. That is spiritual life. There is no restriction. If some devotee wants to serve Krsna as cow, he serves Krsna as cow, as calf, as flower, as plant, as water, as ground, field, or as father, as mother, as friend, as beloved, anything. It is inconceivable, yet a fact." (SB, Canto 6 Ch 1 text 1-4 Melb, Australia May 20, 1975)

In the spiritual world all relationships with Krsna are voluntary, equally blissful to each other.

Just like one may like a carnation flower while others may choose to like a rose flower. All the services the devotees choose are equal in the spiritual world's of the Vaikuntha planets and Goloka-Vrindavana.  

The eternal individual unique jiva-souls are independent living entities in the spiritual world and have their own unique personality and sense of independent self separate from Krsna's Personality, yet simultaneously are always dependent on Krsna as His parts and parcels and creation.

The reason why Krsna gives the eternal individual jiva-souls their independence and free will is so they can choose for themselves how to voluntarily serve Krsna in their own unique personal way without His or anyone elses domination as clearly explained above.

This means the individual jiva-souls in the spiritual world are always contributing in their own unique way, with offerings of their choice without any pressure or force from Krsna.

Real love or service can only exist when there is free will (freedom of unique expression) that only fully exists in a "two-way" relationship of cooperation, reciprocation and loving exchanges with Krsna that He allows to create diversity and selfless personalism.

This allows the individual jiva-souls to voluntarily participate as an independent person in loving devotional exchanges providing personal contributions to their relationship with Krsna the Supreme Personality of Godhead and cause of all causes.

Otherwise, as explained above, if Krsna never allowed individual independence and personal contributions then His abode would be a useful loveless example of impersonalism.

Srila Prabhupada - "Love means you take and you give also. Suppose if you love somebody and you simply take from him, but you don't give. Oh, do you think it is very good? No. It is not good. That is not love. That is exploitation. If I go on simply taking from you, and if I don't offer you anything, that is simply exploitation." (Lecture BG, Ch 9 text 2-5, New York City, Nov 23, 1966)

Srila Prabhupada - "We have got the propensity to love. Love means somebody else. Love cannot be one or love cannot be executed only by one, there must be another one. I love somebody; somebody loves me, there must be lover, there must be beloved, and the transaction, then love." (Lecture SB, Canto 1 Ch 2 text 6, Delhi, Nov 12, 1973)

Srila Prabhupada - "The impersonalist philosophy is oneness, so how can there be love with just one? Is it possible? Have you got any such experience? Love means one? No, love means two! There must be two, the lover and the beloved. Kṛṣṇa is already lover. He's so lover of you that He's trying to get you back. That is Kṛṣṇa's attempt. "Please, My dear boy, or My dear friend, My dear servant." (Lecture SB, Canto 2 Ch 1 text 3, Paris, June 12, 1974)

Surrender to Krsna in the spiritual world does not mean giving up your "free will" and individual personality and then allow Krsna to control your every actions, deeds, words and thoughts like a puppet master controls his puppets! 

Such nonsense forced manipulative control is impersonalism and spiritual suicide to a real devotee of God!

Krsna is not like that at all, He is completely opposite to that dictatorial nonsense.

No, the eternal individual jiva-souls in the spiritual world are not programmed "mindless" drones who only obey and never contribute to the relationship with Krsna individual and their own unique way by thinking for themselves.

If a so called God never allowed free will, or forcefully controlled it, then He is a useless God who must be rejected! 

Therefore, the eternal individual jiva-souls can never lose their "free will" on the Vaikuntha planets or in Goloka Vrindavana, meaning they always have the choice to accept Kṛṣṇa or reject Krsna. 

And that is also why it is nonsense to foolishly claim the individual eternal jiva-souls can never fall down from the spiritual world.

The eternal jiva-souls always have the individual ability of independent self expression which allows them to make their own unique offering of personal contributions to Krsna unique to each individual jiva-soul.

Only by having "free will" can genuine loving exchanges and reciprocation (personalism) take place. 

And without "free will" personalism can never exist, the eternal individual jiva-souls devoid of free will (freedom to express themselves) are no better than dead mindless stone Prabhupada has warned us.

Furthermore, in the spiritual world Krsna never interrups the free will of the individual jiva-souls in how they prefer to service Him, or even not serve Him.

This is because if He did, and never allowed His devotees their free will,  or having the unique self expression to make their own choices in the spiritual world, then that also would mean loving exchanges and voluntarily service participation with Krsna could never exist.

If one is forced to worship Krsna or Visnu or any form of God, then that is not love, it is dictatorial tyranny and therefore impersonalism.

The "impersonal" version of God's abode where individual jiva-souls are forced to surrender their "free will" and allow their bogus version of God to take over their individual existence, allowing Him to do all the thinking for them, as many nonsense religious cults propagate, is dangerous impersonalism.

Having "free will" on the other hand, allows Krsna's devotees to investigate all that is around them and what is the goal of human iife and be the individual  in themselves as Krsna’s voluntary servant and express themselves as an independent person, who voluntarily serves Krsna the way they choose to voluntarily serve Him - that is what "personalism" really means.

Voluntary service to Krsna and His devotees is the bases of real surrender in Goloka-Vrindavana and the Vaikuntha planets which are the permanent eternal home and origin of the marginal living entities (jiva-souls).

The devotees on the Vaikuntha planets and in Goloka Vrindavana are forever voluntarily expanding the variousoķ expressions of their unique individuality with an ever increasing variety of personal devotional offerings based on free will.

As said above, it is never a nonsense "one-sided master/slave" mindless impersonal relationship with Krsna.

As said above, Krsna does not control the "surrendered" jiva-souls by force like a puppet master controls every movement of his puppets with the manipulations of strings, denying self expression, individual contributions and voluntary service. However, Krsna does control His pure devotees with selfless loving exchanges and reciprocation.

The eternal individual jiva-souls voluntarily allow this out of their unconditional attraction and love for beautiful Krsna who does everything for His devotees and serves them more than they can ever serve Him.  

Actually Kṛṣṇa is far more selfless and caring than His devotees can ever imagine and therefore serves them far more than they can ever serve Him.

Srila Prabhupada - "Krsna does not want to become a lover by force, from the point of revolver. ‘You love me, otherwise I shall kill you!’ That is not love; that is threatening. Love is reciprocal, voluntary, good exchange of feeling. Then there is love. Not by force; no, that is rape. Why one is called lover, another is called rape?" (July 8, 1976 in Washington, D.C.)

If the individual jiva-souls had no "free will" in the spiritual world's of the Vaikuntha planets, and Goloka-Vrindavana, then personalism, that involves a two-sided progressive relationship of loving exchanges and reciprocation, would have no meaning. The eternal jiva-souls would be no better than dead stone Prabhupada explains here-

Srila Prabhupada - "If you have no free will, then you are a stone. The stone has no free will. You want to be stone? Then you must have free will!" But don't misuse your free will. But don't try to become stone either. That is not life." (Aug 5, 1976, New Mayapur France)

Srila Prabhupada - "As living spiritual individual jiva-souls, we are all originally Kṛṣṇa conscious entities, but due to our association with matter since time immemorial, our consciousness is now polluted by material atmosphere. When the superior energy is in contact with inferior energy, it becomes an incompatible situation. But when the supreme marginal potency (the jiva-souls) are in contact with the spiritual potency, Harā, it becomes the happy, normal condition of the living entity." Understanding "plenary portions or portions of the plenary portions" of the Krsna the Supreme Personality of Godhead and cause of all causes.

Srimad Bhagavatam - "O brāhmaṇas, the incarnations of the Lord are innumerable, like rivulets flowing from inexhaustible sources of water." (ŚB, Canto 1 Ch 3 text 26)

Srila Prabhupada - "The list of incarnations of the Personality of Godhead given herein is not complete. It is only a partial view of all the incarnations. There are many others, such as-

Śrī Hayagrīva, 

Hari, 

Haṁsa, 

Pṛśnigarbha, 

Vibhu, 

Satyasena, 

Vaikuṇṭha, 

Sārvabhauma, 

Viṣvaksena, 

Dharmasetu, 

Sudhāmā, 

Yogeśvara, 

Bṛhadbhānu, 

And unlimited others of the bygone ages. 

Śrī Prahlāda Mahārāja said in his prayer- 

“My Lord, You manifest as many incarnations as there are species of life, namely the aquatics, the vegetables, the reptiles, the birds, the beasts, the men, the demigods, etc, just for the maintenance of the faithful and the annihilation of the unfaithful. 

You advent Yourself in this way in accordance with the necessity of the different yugas. In the Kali-yuga You have incarnated garbed as a devotee, this incarnation of the Lord in the Kali-yuga is Lord Caitanya Mahāprabhu. 

There are many other places, both in the Bhāgavatam and in other scriptures, in which the incarnation of the Lord as Śrī Caitanya Mahāprabhu is explicitly mentioned. In the Brahma-saṁhitā also it is said indirectly that although there are many incarnations of the Lord, such as- 

Rāma, 

Nṛsiṁha, 

Varāha, 

Matsya, 

Kūrma 

And many others.

The Lord Himself sometimes incarnates in person. Lord Kṛṣṇa and Lord Śrī Caitanya Mahāprabhu are not, therefore, incarnations, but the original source of all other incarnations.

This will be clearly explained in the next śloka. So, the Lord is the inexhaustible source for innumerable incarnations which are not always mentioned. But such incarnations are distinguished by specific extraordinary feats which are impossible to be performed by any living being (individual jiva-souls). 

That is the general test to identify an incarnation of the Lord, directly and indirectly empowered. Some incarnations mentioned above are almost plenary portions. For instance- 

The Kumāras are empowered with transcendental knowledge. 

Śrī Nārada is empowered with devotional service. 

Mahārāja Pṛthu is an empowered incarnation with executive function. 

The Matsya incarnation is directly a plenary portion.

So, the innumerable incarnations of the Lord are manifested all over the universes constantly, without cessation, as water flows constantly from waterfalls." (ŚB, Canto 1 Ch 3 text 26 Purport)

Srimad Bhagavatam - "All the ṛṣis, Manus, demigods and descendants of Manu, who are especially powerful, are plenary portions or portions of the plenary portions of the Lord. This also includes the Prajāpatis." (SB, Canto 1 Ch 3 text 27)

Srila Prabhupada - "Those who are comparatively less powerful are called vibhūti, and those who are comparatively more powerful are called āveśa incarnations." (SB, Canto 1 Ch 3 text 27 Purport)

Srimad Bhagavatam - "All of the above-mentioned incarnations are either plenary portions or portions of the plenary portions of the Lord, but Lord Śrī Kṛṣṇa is the original Personality of Godhead. All of them appear on planets whenever there is a disturbance created by the atheists. The Lord incarnates to protect the theists." (SB, Canto 1 Ch 3 text 28)

Srila Prabhupāda - "In this particular stanza Lord Śrī Kṛṣṇa, the Personality of Godhead, is distinguished from other incarnations. He is counted amongst the avatāras (incarnations) because out of His causeless mercy the Lord descends from His transcendental abode. Avatāra means “one who descends." All the incarnations of the Lord, including the Lord Himself, descend to the different planets of the material world as also in different species of life to fulfill particular missions. 

Sometimes He comes Himself, and sometimes His different plenary portions or parts of the plenary portions, or His differentiated portions directly or indirectly empowered by Him, descend to this material world to execute certain specific functions. 

Originally the Lord is full of all opulences (64 qualities), all prowess, all fame, all beauty, all knowledge and all renunciation. When they are partly manifested through the plenary portions or parts of the plenary portions, it should be noted that certain manifestations of His different powers are required for those particular functions. When in the room small electric bulbs are displayed, it does not mean that the electric powerhouse is limited by the small bulbs. The same powerhouse can supply power to operate large-scale industrial dynamos with greater volts. 

Similarly, the incarnations of the Lord (Visnu-tattva expansions) display limited powers because so much power is needed at that particular time. For example, Lord Paraśurāma and Lord Nṛsiṁha displayed unusual opulence by killing the disobedient kṣatriyas twenty-one times and killing the greatly powerful atheist Hiraṇyakaśipu. 

Hiraṇyakaśipu was so powerful that even the demigods in other planets would tremble simply by the unfavorable raising of his eyebrow. 

The demigods in the higher level of material existence many, many times excel the most well-to-do human beings in duration of life, beauty, wealth, paraphernalia and all other respects. 

Still, they were afraid of Hiraṇyakaśipu, thus we can simply imagine how powerful Hiraṇyakaśipu was in this material world. But even Hiraṇyakaśipu was cut into small pieces by the nails of Lord Nṛsiṁha. This means that anyone materially powerful cannot stand the strength of the Lord’s nails. 

1 - Similarly, Jāmadagnya displayed the Lord’s power to kill all the disobedient kings powerfully situated in their respective states. 

2 - The Lord’s empowered incarnation Nārada and plenary incarnation Varāha, as well as indirectly empowered Lord Buddha, created faith in the mass of people. 

3 - The incarnations of Rāma and Dhanvantari displayed His fame

4 - Balarāma, Mohinī and Vāmana exhibited His beauty

5 - Dattātreya, Matsya, Kumāra and Kapila exhibited His transcendental knowledge. 

6 - Nara and Nārāyaṇa Ṛṣis exhibited His renunciation

So, all the different indirectly or directly empowered incarnations of the Lord manifested different features, but Lord Kṛṣṇa, the primeval Lord, exhibited the complete features (all 64 qualities) of Godhead, and thus it is confirmed that He is the source of all other incarnations. And the most extraordinary feature exhibited by Lord Śrī Kṛṣṇa was His internal energetic manifestation of His pastimes with the cowherd girls. 

His pastimes with the gopīs are all displays of transcendental existence, bliss and knowledge, although these are manifested apparently as sex love. 

The specific attraction of His pastimes with the gopīs should never be misunderstood. The Bhāgavatam relates these transcendental pastimes in the Tenth Canto. 

And in order to reach the position to understand the transcendental nature of Lord Kṛṣṇa’s pastimes with the gopīs, the Bhāgavatam promotes the student gradually in nine other cantos.

According to Śrīla Jīva Gosvāmī’s statement, in accordance with authoritative sources, Lord Kṛṣṇa is the source of all other incarnations. It is not that Lord Kṛṣṇa has any source of incarnation.

All the symptoms of the Supreme Truth in full are present in the person of Lord Śrī Kṛṣṇa, and in the Bhagavad-gītā the Lord emphatically declares that there is no truth greater than or equal to Himself (Krsna). 

In this stanza the word svayam is particularly mentioned to confirm that Lord Kṛṣṇa has no other source than Himself. 

Although in other places the incarnations are described as bhagavān because of their specific functions, nowhere are they declared to be the Supreme Personality. 

In this stanza the word svayam signifies the supremacy as the summum bonum.

The summum bonum Kṛṣṇa is one without a second. He Himself has expanded Himself in various parts, portions and particles as- 

svayaṁ-rūpa, 

svayam-prakāśa, 

tad-ekātmā, 

prābhava, 

vaibhava, 

vilāsa, 

avatāra, 

āveśa, 

jīva-souls (individual marginal living entities)

All provided with innumerable energies just suitable to the respective persons and personalities. 

Learned scholars in transcendental subjects have carefully analyzed the summum bonum Kṛṣṇa to have sixty-four principal attributes. All the expansions or categories of the Lord possess only some percentages of these attributes but Śrī Kṛṣṇa is the possessor of the attributes cent percent. 

And His personal expansions such as svayam-prakāśa and tad-ekātmā, up to the categories of the avatāras who are all viṣṇu-tattva and possess up to 93.75% of Krsna's transcendental attributes, meaning all Visnu/Narayana expansions have 60 of Krsna's 64 qualities which is 93.75%.

Lord Śiva, who is neither avatāra ((Viṣṇu) nor āveśa (jiva-soul) nor in between them, possesses 85.938% of Krsna’s 64 qualities meaning Siva has 55 of Krsna's 64 qualities which is 85.938%.

Krsna's separated energy are the individual jiva-souls (marginal living entities) who have 78.125% of Krsna's qualities which is having 50 of Krsna's 64 qualities.

Understanding these percentages is just basic mathematics, for example-

1 - Only Kṛṣṇa the Supreme Personality of Godhead and cause of all causes has all 64 qualities all the time (100%)  

2 - What is the percentage of 60 into 64 = 93.75% (Visnu-tattva or Visnu/ Narayana expansions)

3 - What is the percentage of 55 into 64 = 85.938% (Siva-tattva or Lord Siva and his expansions)

4 - What is the percentage of 50 into 64 = 78.125% (Jiva-tattva, marginal living entities or the individual eternal jiva-souls)  

But the eternal individual jīva-souls, or the individual marginal living entities in different statuses of life, possess up to the limit of seventy-eight percent (exactly 78.125% as mathmatically explained above) of the attributes.

In the conditioned state of material existence, the living being (eternal individual jiva-soul) possesses these attributes in very minute quantity, varying in terms of the pious life of the living being. 

The most perfect of living beings is Brahmā (jiva-soul), the supreme administrator of one material universe. He possesses seventy-eight percent (exactly 78.125% which is having 50 of Krsna's 64 qualities) of the attributes in full. 

All other demigods have the same attributes in less quantity, whereas human beings possess the attributes in very minute quantity. 

The standard of perfection for a human being is to develop the attributes up to seventy-eight percent (exactly 78.125%) in full. The living being can never possess attributes like Śiva, Viṣṇu or Lord Kṛṣṇa.

A living beings (eternal individual jiva-souls) can become godly by developing the seventy-eight-percent (exactly 78.125% as explained above) transcendental attributes in fullness, but he can never become a God like Śiva, Viṣṇu or Kṛṣṇa. He can become a Brahmā in due course. 

The godly living beings who are all residents of the planets in the spiritual sky are eternal associates of God in different spiritual planets called Hari-dhāma and Maheśa-dhāma. 

The abode of Lord Kṛṣṇa above all spiritual planets is called Kṛṣṇaloka or Goloka-Vṛndāvana, and the perfected living being (jiva-souls), by developing seventy-eight percent (78.125% as explained above) of the above attributes in full, can enter the planet of Kṛṣṇaloka after leaving the present material body." (Canto 1 Ch 3 text 28 Purport)

This young beautiful boy Krsna from Vrindavana is the Supreme Personality of Godhead and cause of all causes. 

Krsna is likened to the original candle who lights all the other candles (His unlimited Visnu-tattva expansions) of the same luminosity.

Srila Prabhupada - "Although there are many expansions, Lord Śrī Kṛṣṇa is the origin, as confirmed in the Brahma-saṁhitā. He is like the original candle, from which many thousands and millions of candles are lit. Although any number of candles can be lit, the original candle still retains its identity as the origin. In this way Kṛṣṇa expands Himself into so many forms, and all these expansions are called viṣṇu-tattva. Viṣṇu is a large light, and we are small lights, but all are expansions of Kṛṣṇa." (CC Introduction)

Srila Prabhupada - "The original Lord Kṛṣṇa never leaves Goloka Vṛndāvana. All the plenary expansions are one and the same Viṣṇu-tattva, and there is no difference in Their potency." (SB, Canto 3 Ch 1 Text 34 Purport)

Krsna is the source of all Narayana/Visnu expansions of God, who all originated (expanded) from Krsna in Goloka-Vrindavana.

Each Visnu/Narayana Form further have their own perpetual Vaikuntha planet and unique name describing their particular pastimes, where they reside as a four armed Form 

An unlimited number of Vaikuntha planets surround Krsna's central Abode of Goloka-Vrindavana. 

Together the Vaikuntha planets and Goloka Vrindavana take up 75% of the Spiritual Sky where everything there is living as individual forms, lifeless material energy or Maya does not exist there in the Vaikuntha planets or Goloka-Vrindavana.  

The other 25% of the Spiritual Sky is the temporary (decomposing) material world where the visiting individual jiva-souls from the spiritual world, must acquire a material bodily container or vessel to enter the material creation.

Srila Prabhupada - "We are not the owner of this material body, not the owner of the material senses. The senses are "hired" from the Supreme Lord. This is very subtle understanding; one should know the proprietor of the senses is God." (March 1966, New York City)

All the material bodily vessels in the material world belong to Maha-Visnu and must be aquired from Him in order to enter the material world.

However, all such material bodily vessels are temporary and subject to constant decline, decay and always in need of constant maintenance, nothing made of matter lasts forever in the material world, everything is always in a constant state of decomposition.

This causes the eternal individual jiva-souls within those material bodies, who are visiting from the spiritual worlds as passengers in those bodily vessels, to continue taking birth after birth in the material world and continue trying to satisfy their desires and material senses.

The temporary material world is created and maintained by Krsna's expansion's 

1 - Karanarnavasayi Visnu (Maha-Visnu), who creates all the unlimited massive Brahmanda universes. 

2 - Garbhodakashayi Visnu (Hiraņyagarbha) who creates a "secondary material universe" inside the massive surrounding Brahmanda universe.

3 - Ksirodakasayi Visnu (Paramatma or Super Soul) who resides next to every marginal living entity (jiva-soul) within what ever material bodily vessel they take out of the 8 million 400 species of material life.

Srila Prabhupada - "For material creation, Krsna's plenary expansion assumes three Visnus. The first, Mahā Viṣṇu, creates the total material energy, known as the mahat-tattva. The second, Garbhodakaśāyī Viṣṇu, enters into all the universes to create diversities and the third, Kṣīrodakaśāyī Visnu, is diffused as the all-pervading super soul in all the universes; in the heart of every living being, is known as Paramātmā. He is present even within the atoms.The goal of life is to know Kṛṣṇa, who is situated within the heart of every living being as Paramātmā, the four-handed Viṣṇu form." (BG, Ch 7 text 4 Purport)

There is only one Maha-Visnu, but unlimited Garbhodakashayi Visnus and Ksirodakasayi Visnus.

This is because of the unlimited number of "secondary universes" there are, that are each deep within their massive Brahmanda universe.

Krsna is the original source of Maha-Visnu who creates these material universes (Brahmandas) that originate from Maha-Visnu's breathing and the pores of His skin as seen in photo below.

As said above, deep inside each Brahmanda material universe, there is a "secondary inner" enclosed universe where Maha-Visnu expands as Garbhodakashayi Visnu, from whom Lord Brahma appears at the top of a lotus flower growing from the naval of Garbhodakashayi Visnu and builds the many planetary systems in his material universe. 

There are unlimited Brahmanda universes, each having a secondary material universe inside of them meaning each has their own Garbhodakashayi Visnu and Lord Brahma.

In these "secondary material universes" created by Garbhodakashayi Visnu deep within each Brahmanda universe, Lord Brahma builds the 14 planetary systems.

In our secondary material universe, there are 14 planetary systems.

In other material universes inside their Brahmanda, they have many more planetary systems than just 14.

Our material universe (Brahmanda) and its secondary universe inside it is one of the smallest.

The size of each Brahmanda and inner universe depends on how many heads Lord Brahma has, in our material universe he has four heads, while in other material universes Brahma may have 10, 20, 50, 100, 100,000, one million or 10 million. The workings of this material universe is beyond our comprehension.

The individual jiva-souls are eternal "persons" as a spiritual bodily form like Krsna's spiritual Body.

This means each individual jiva-soul (marginal living entity) is a unique spiritual bodily form eternally, no individual jiva-souls are the same, they are all individual personalities.

The spiritual energy is not all-one, it is a unlimited collection of "individual eternal jiva-souls" as spiritual bodily forms who are voluntarily acting (serving) in unlimited ways in Krsna's pastimes.

Each individual jiva-soul expresses their own unique personality and character endowed with the free will, so they can voluntarily serve Krsna in 5 different ways or pastimes as explained in the Book "Nectar of Devotion."

The eternal spiritual bodily form of the individual jiva-soul is-

sat, 

cit, 

ananda, 

vigraha.

These words mean

eternity, 

knowledge, 

bliss, 

spiritual bodily form.

Fortunately, over 90% of eternal individual jiva-souls choose to remain in the spiritual world's of the Vaikuntha planets and Goloka-Vrindavana even though they can choose to leave if they want. 

However, almost 10% do choose to leave the spiritual world and enter the material creation via the dreams of Maha-Visnu.

The individual jiva-souls have the free will to make their own choices which includes even rejecting Krsna if they choose to do so. This freedom Krsna allows, otherwise free will has no meaning and voluntary loving exchanges can never exist.

In the spiritual world's of Visnu/Narayana's Vaikuntha planets, and Krsna’s central planet of Goloka-Vrindavana, the individual jiva-soul's relationship with Visnu and Krsna is always voluntary.

The individual contributions of the eternal jiva-souls (devotees) are always expressed in both the Vaikuntha planets, and Goloka-Vrindavana in a "two-way" reciprocal exchange that Krsna encourages to create diversity, individual contributions, and a "two-way" mood of voluntary cooperation and service.

In the spiritual world the eternal jiva-souls are never forced to surrender to Krsna against their will, or do anything they choose not to do. 

For loving service and exchanges to truly exist, the individual jiva-souls must be able to act on their free will and make their own choices,  decisions and offerings (freedom of expression),  even if that also means rejecting Krsna if they choose, otherwise there can be no meaning to voluntary loving exchanges or free will.

Each eternal individual jiva-soul can voluntarily express themselves as an independent individual that allows them to experience and contribute to unique loving exchanges, reciprocation in a two-sided  personal relationship of wonderful cooperation.

Srila Prabhupada - "So, unless there is a possibility of misusing our free will, there is no question of freedom." (Dialectical Spiritualism, Critique of Descartes)

Srila Prabhupada - "Free will means that you can act wrongly or rightly, that is free will. Unless there is chance of doing wrong or right, there is no question of free will. Where is free will then? If I act only one sided, that means I have no free will. Because we act sometimes wrongly, that means we have free will." (Discussions on Rene Descartes philosophy)

Srila Prabhupada – "So everyone can know that independence (free will) means one can use it properly or one can misuse it, that is independence, that is the meaning of free will. If you make it one way only so you cannot fall down, that is not independence (free will), that is force." (Mayapur, June 20, 1973)

So, the choice to even leave the Vaikuntha planets or Goloka Vrindavana is possible because Krsna allows a "two-way" relationship (free-will) allowing one to can accept, or reject Krsna if they choose.

Srila Prabhupada - "Free will means that you can act wrongly. That is free will, unless there is chance of doing wrong or right, there is no question of free will. Where is free will then? If I act only one sided, that means I have no free will. Because we act sometimes wrongly, that means free will."

Hayagriva dasa - "A man may know better but still act wrongly."

Srila Prabhupada - "Yes, but that is free will He misuses his. Just like a thief, he knows that his stealing is bad but still he does it. That is free will. He cannot check his greediness, so in spite of his knowing that he is doing wrong thing—he will be punished, he knows; he has seen another thief, he was punished, he was put into prison— everything he knows, but still he steals. Why? Misuse of free will. Unless there is misuse of free will, there is no question of free will." (Talk with Rene Descartes)

This quality of free will is part and parcel of the individual jiva-soul's marginal constitution that allows them to be the independent free thinking separate expansion of the Krsna they eternally are. 

Therefore being a marginal living entity (jiva-soul) also means having free will that is included when describing the qualities and constitution of the individual jiva-souls. 

As said above, Krsna allows this freedom the jiva-souls have because without free will loving exchanges, personal offerings and a two-way reciprocal relationship with Krsna could never exist.

Srila Prabhupada – "You have got little independence therefore you can violate. Because you are part and parcel of God you have got independence, proportionately, therefore if he likes he can return to the material atmosphere. That independence has to be accepted, little independence. We can misuse that." (Mayapur, Feb 19, 1976)

Having free will is the eternal constitutional make up of all marginal living entities (individual jiva-souls)

Free will is eternally part and parcel of their individual character and personality in the spiritual world.

This means the individual jiva-souls can even choose to leave   Visnu/Narayana Vaikuntha planets, or Krsna’s Personal abode of Goloka-Vrindavana if they choose, at anytime.

It is nonsense to claim the eternal jiva-souls can never again fall down in the Vaikuntha planets or Goloka-Vrindavana.

This is because free will always allows them to always have a choice, and without that freedom to voluntarily choose, there is no question of loving exchanges or free will.

So, the choice to even leave the Vaikuntha planets or Goloka-Vrindavana, is always possible because Krsna allows a "two-way" relationship where one can accept or reject Krsna if they choose.

Srila Prabhupada - "Free will means that you can act wrongly. That is free will, unless there is chance of doing wrong or right, there is no question of free will. Where is free will then? If I act only one sided, that means I have no free will. Because we act sometimes wrongly, that means free will."

There is only one classification of eternal individual jiva-souls, not two as some scholars claim. 

Therefore, each individual jiva-soul has "two-sides" to their personality, they can be either "nitya baddha" i(conditioned in the material world and the impersonal brahmajyoti), or can be "nitya-siddha" (liberated in the Vaikuntha planets and Goloka-Vrindavana)

In this way the individual jiva-souls can choose for themselves to be with Krsna, or reject Krsna.

This is because each eternal individual jiva-soul, as part of their spiritual constitutional make-up, has the free will to be with Krsna, or reject Krsna.

Devotee – "Is the original body of the individual jiva-soul a human form?"

Srila Prabhupada – "Yes, human form, God is also human form, "Man is made after the shape of God." I think there is in the Bible, is it not? So God is also like human form. Here you see Krsna, two hands, two legs."

Hari-sauri dasa – "How do we understand then, that there are peacocks and flowers and trees in the spiritual world? Are these not eternal forms?"

Srila Prabhupada – [describing material form first] - "Yes, they are more covered, just like if you cover your body with blanket, the hands and legs are invisible, but you are not the blanket. So the trees and plants, they are more covered. They are not in full manifestation of the jiva-soul's full potential. The human form is the full manifestation of the soul."

Hari-sauri dasa - "So they are covered in the spiritual world?"

Srila Prabhupada - "Not in the spiritual world, there that is always voluntary. This means the devotee can always choose how they want to serve Krsna, and never told how to serve Krsna, it is their choice. Some devotees want to serve Krsna as flower; so they become flower there. If I want that, to be a flower I shall lie down at the lotus feet of Krsna, then he becomes flower, voluntarily, and he can change his, from flower to human body. That is spiritual life. There is no restriction. If some devotee wants to serve Krsna as cow, he serves Krsna as cow, as calf, as flower, as plant, as water, as ground, field, or as father, as mother, as friend, as beloved, anything. It is inconceivable, yet a fact." (SB, Canto 6 Ch 1 text 1-4 Melb, Australia May 20, 1975)

All the individual personal contributions (service) from the eternal jiva-souls are forever expanding their unique ability of self expression (personal contributions) on the Vaikuntha planets serving Visnu, and in Goloka Vrindavana serving Krsna.

This allows the eternal individual jiva-souls to always make voluntary offerings to Krsna that forever increase and expand loving emotions in healthy "two-way" exchange between Kṛṣṇa and the individual jīva-souls.<^^>
