In a further clarification, the individual jiva-souls have perpetually existed which clearly means they were never created, not even by Krsna, simply because the individual jiva-souls are beginningless and endless like Krsna.
However, just like the sun-rays are always dependent on the Sun-disc, similarly the individual jiva-souls (compared to the sun-rays) are fully dependent on Krsna for their existence (compared to the Sun-disc) even though they can choose to act separately from Krsna yet paradoxically have no meaning without Krsna the Supreme Personality of Godhead and cause of all causes.
The individual jiva-souls did not originate from Visnu or Krsna (but always are fully dependent on Krsna) because the individual jiva-souls have no beginning point (creation) or will they ever cease to be.
So, just like Krsna and Viṣṇu/Narayana are eternal, so are the individual jiva-souls who were also never created as Bhagavad Gita As It Is Chapter Two explains.
It is important to understand that the individual jiva-souls are beginningless and endless like Krsna and therefore never created.
The individual jiva-souls (marginal living entities) are eternal spiritual living PERSONS as a spiritual bodily FORM who can never be destroyed, terminated, divided into pieces or extinguished.
Because Krsna is the Supreme Personality of Godhead and cause of all causes, this understanding of Krsna, His Visnu-tattva and jiva-tattva (jiva-souls) expansions, all come under the heading of Lord Caitanya Mahāprabhu's philosophy of "Simultaneously one and different" philosophy."
Again tnhe point is the individual jiva-souls were never created by Krsna or Visnu, this means they have ALWAYS existed as explained above.
The implications of existing for infinity (beginningless and endless) is mind boggling because this means there is really no death for the individual jiva-souls, only the outer material bodily containers or vessels (matter) are temporary, and are constantly being replaced due to decay, as long as the eternal jiva-souls (anti-matter) remain in the material world.
The material bodily vessels eventually wear out, decompose and become unit for the jiva-souls to occupy and eventually merges back into the oneness of material energy (matter).
This means the eternal indestructible individual jiva-souls (anti-matter) over an infinity, experience the material pathways of an unlimited number of rich, famous, infamous and poor in just the rare human bodily species.
The process of material life (the repeated cycle of birth and death) means the individual jiva-souls move through 8,400,000 species of life (material bodily vessels) in the material world of which the human form only numbers 400,000 and has a minimum expression of free will in the material world unlike the spiritual world.
The other 8 million species of life in the material world are the lower species where the embodied individual jiva-souls are trapped in a material bodily vessel under the control of the instincts of eating, sleeping, mating and defending instead of free will.
Free will does NOT exist in the 8 million lower species of life in the material world, and is greatly restricted in the other 400 thousand human species in the temporary material world.
As said above, in the lower species of life, the trapped individual jiva-souls are directed by the material bodily instincts of-
eating,
sleeping,
mating,
defending.
There is no accumulation of Karma (reactions to one's good and bad deeds) in the lower 8 million species or while on the heavenly and hellish planets.
Karma is only created while in human form in the material world on the middle planetary system known as Bhurloka.
The individual jiva-souls are burning off their accumulation of past karma, good or bad, accumulated while only in the human form of life, the result of good and bad deeds as a human being.
As emphasised above, the individual jiva-souls are beginningless and endless just like Kṛṣṇa (God) is.
Bhagavad Gita As It Is - “Never was there a time when I did not exist, nor you, nor all these kings; nor in the future shall any of us cease to be.” (BG, Ch 2 text 12)
Bhagavad Gita As It Is - “As the embodied soul continuously passes, in this body, from boyhood to youth to old age, the soul similarly passes into another body at death. A sober person is not bewildered by such a change."(BG, Ch 2 text 13)
Bhagavad Gita As It Is - “O son of Kuntī, the nonpermanent appearance of happiness and distress, and their disappearance in due course, are like the appearance and disappearance of winter and summer seasons. They arise from sense perception, O scion of Bharata, and one must learn to tolerate them without being disturbed." (BG, Ch 2 text 14)

All individual jīva-souls are eternal persons as a spiritual bodily form, therefore there are no new individual jiva-souls being created because they have always existed meaning they are beginningless and endless like Krsna.
