When the gross material bodily vessel (matter) the jiva-soul is in, ceases to function (dies), the individual jiva-soul departs that worn out decaying material body accompanied by the subtle material body, which is mind, intelligence, and ego.
For those who do not go back home, back to Godhead and remain in the material world, those individual jiva-souls move to a new material bodily vessel out of 8 million 400 thousand species of life in the material world.
However, only 400 thousand species of life in the material world have a little free will to express themselves are the human species.
In other words, to attain a human form of life is extremely very, very rare.
Most individual jiva-souls take birth in the 8 million species of lower life forms who are controlled by the animal instincts of eating, sleeping, mating and defending and NOT free will..=..
