Krsna (God) is the source and cause of all things and nothing can operate or exist separate from Him, not even a blade of grass can move without the will of Kṛṣṇa who is the Supreme Personality of Godhead and cause of all causes.

So, how can the individual jiva-souls freely voluntarily express themselves and make their own unique choices serving Krsna in the spiritual world, when everything is under Krsna's absolute control, including their free will? 

Their are those who wrongly believe the ultimate goal of "devotional service" and "surrender" to Krsna means being Krsna's thoughtless none contributing slave, mindless puppet, obedient dog and "yes" men and women. 

These fools believe that when the individual jiva-soul returns back to the Kingdom of God (the Vaikuntha planets and Goloka Vrindavana), they find out that the real meaning of "surrender" is not expressing themselves the way they choose but allowing themselves to always be told how to do think, act and serve. 

They foolshly believe "surrender" means giving up their "free will" and always being told what to do without any need of personal individual unique voluntary contributions.  

This blatant mindless "surrender" is really what impersonalism means, which is the pathway leading to spiritual suicide that extinguishes the individual jiva-soul's unique identity, personality who naturally have their own abilities to express themselves the way they choose to serve Krsna   

Freedom of self-expression always exists in the spiritual world for the individual jiva-souls, that eternally allows them to have a "two-sided" cooperative reciprocal exchange with Krsna that forever expands their intimate loving relationship with Him. 

Such unique independence experienced by the individual jiva-souls, is allowed by Kṛṣṇa to permit and encourage their own voluntary offerings in a service the devotees choose to do, and not chosen for them by Krsna. 

Each individual jiva-soul (devotee) eternally has their own independent personality and unique spiritual bodily form of their choice in the spiritual world separate from Krsna's influence. This allows them to express in their own way the chosen devotional contributions and service they offer to Krsna in the way they choose. 

This also includes rejecting Krsna if they choose although only less than 10% of devotees (individual jiva-souĺs) in the spiritual world take that foolish pathway that leads to the temporary mundane material world.  

Without such freedom of expression (free will), then genuine voluntary loving exchanges and reciprocation with Krsna on a "two-way" cooperative street can never exist.*.
