Krishna (God) is NOT responsible for all the suffering in the material creation, even though the material worlds (Brahmandas) are His creation.

The individual souls are responsible for their own actions when they first enter the material creation.

This is because of their free will that allows them to act in anyway they desire. 

However, the trapped jiva soul's covered by material energy, find themselves completely overwhelmed by the reactions of their own deeds (karma) and eventually become so entangled by pious and impious actions, they lose what ever little freedom they have and become controlled by their own karmic reactions.

The little freedom or free will the jiva soul has is only expressed in the human form and NOT in the lower species of life, where the instincts of eating, sleeping, mating and defending control all their actions.

Also Karma, good and bad, is NOT created in the lower species of life, only in the human form is karma created.

This is because only in the human form of life is one responsible for their actions.

In the material creation, so many terrible things are continually happening due to the temporary decaying nature of the material energy, and the mistaken selfish desires of the rebellious jiva souls who have previously rejected God and His perpetual Kingdom.

All suffering in the material creation does NOT happen because Krishna allows it too to happen.

No, Krishna is NOT responsible for all the suffering in the material creation, even though the material worlds (unlimited Brahmanda universes) are His creation.

Krishna does not interfere with the jiva soul's free will regardless of their choices good or bad.

All the suffering in the material creation happens because the individual jiva-souls choose to continue to misuse their free will and independence given to them by Krishna.

That freedom is given to the jiva soul so they can choose to have loving meaningful exchanges with Krishna based on voluntary reciprocation in a two way exchange.

Without free will, there can never be loving reciprocal exchanges in a two way contributing relationship.

This is why Krishna gave the jiva soul's free will because without it, genuine loving selfless service can never exist.

But included in having free will, also means the jiva soul can reject Krishna if they choose and even defy His laws.

Therefore Krishna NEVER interferes with the jiva-soul's free will, if he did, He would be denying them the ability to make their own choices.

Without the freedom of self expression, the jiva-souls would be no better than dead stone,  having no individual sense of self or their own unique independent personality.

Nor would they have the personal ability to except and give love.

Free will allows the jiva soul's to engage in voluntary loving exchanges of service in their own unique personal special way, in the mood of loving reciprocation. 

These are the characteristics that make the jiva-soul or marginal living entities, the individual persons they eternal are.

Love is NEVER a one way street, it can ONLY exist when there are loving reciprocal exchanges between Krishna and His devotees.

Surrendering one's free will for Krishna to completely control NEVER happens in Vaikuntha or GolokaVrindavana. 

If one's free will was given up and surrendered to Krishna, it would be like one being controlled like a mindless puppet is controlled by its strings, taking away from the jiva souls their ability to make their own choices, and offer their own personal unique contributions.

Therefore Krishna NEVER interferes with the jiva souls free will or would ever force a jiva soul to surrender their free will.

If Krishna controls the jiva soul in every way in Vaikuntha and Goloka Vrindavan, then that cold one sided relationship poisoned by impersonalism. 

Such a nonsense one sided dicatorial relationship would simply make the jiva-souls no better than "mindless lifeless dead stone" Prabhupada has explained. 

The jiva-souls in Vaikuntha and Goloka Vrindavan always have free will as part of their individual marginal identity, allowing them to each have their own unique  personal relationship with Vishnu or Krishna.

In other words, each jiva soul has their own special unique association and relationship with Krishna.

The material creation is for those who choose to rejected Vishnu or Krishna and do their own thing.

So why then does Krishna allow so much suffering in the material creation?

As explained above, Krishna gives the jiva-soul's free will that makes them fully responsible for their actions, and allows them to voluntarily love Krishna by choice and NEVER by force.

Entering the temporary material creation is a mistake by those jiva-souls who have chosen to enter it because it is NOT the real home of the jiva-souls.

However, each jiva-soul can make their own choices due to their constitutional nature as an independent free thinking part and parcels of Krishna.

As also explained above, Krishna allows this "freedom" to all jiva-souls because without "free will", there can NEVER be loving reciprocal voluntary exchanges between two.

Love is NEVER a "one way street" where Krishna forcibly dictates everything to the jiva souls that will only destroy their independence.

No, Each individual jiva soul has their own independent sense of self and a unique character and personality separate from Krishna.

Without this freedom that is only possibly expressed in a "two way" relationship, there can NEVER be any reciprocal love between Krishna and the marginal living entity (jiva-soul)

Sadly, some jiva-souls make the wrong choices Prabhupada has told us, giving the figure at less than 10%, but the adds over 90% "choose to NEVER rebel or fall down to the material creation from Vaikuntha or Goloka-Vrindavana.

While in the material creation, their actions good and bad, come under the laws of material nature called karma, and they have answer for all they do.

This means the jiva-soul is FULLY responsible for their own actions, life after life after life in the material creation.

It must be emphasied that Krishna is NOT responsible for the choices the jiva-soul makes in the Spiritual Worlds or material creation, the jiva's are FULLY responsible for their actions. 

All suffering therefore is caused by the reactions of their own mistaken choices and actions. 

In other words, the jiva-soul is punished or rewarded for what ever actions, good or bad, they have "chosen" to act out, that may not be payed for until the next life in the material creation, or even the life after that.

This is important to understand, that each jiva soul is responsible for their own actions.

Then we will understand that we CANNOT blame Krishna for the suffering going on in this material creation, including the suffering of young children dying of so many different diseases, or from accidents.

We forget or are not properly educated to see the "jiva soul" in a child's material body is eternal and has had millions of previous bodies and are responsible for whatever pious or impious actions done in those previous lives.

This why one child is in a rich family and is always healthy, and why another child lives in poverty or is always suffering from different diseases.

It is all based on what the jiva soul did in previous lives.

Many are blinded by the external material bodily vessel the soul is trapped in, and CANNOT see the jiva soul inside the gross material bodily container or vessel.

What many do not see is that the "jiva-soul is eternal" and has had many material bodily vessels as Bhagavad Gita As It Is teaches.

Therefore, all the suffering in the present material body of a young child, is coming from what ever the jiva-soul in that child's present young material body, did in a previous life time, or life times ago.

The bank balance of karmic reactions, good and bad, are stored in the subtle body that are accumulated from thousands of previous lives, and are continuously unfolding to our present material body.

The good and bad reactions from past lives are carried at death in the subtle material body that enters the next gross material body.

Such karma, good and bad, gradually unfolds to the present body one is now living in, and continues to unfold to all future lives (material bodies) the jiva-soul enters within the material universe.

For advanced souls with transcendental knowledge, they can see that all suffering and pleasure in the material creation is caused by the actions made over many, many previous live times.

As previous explained, it is important to understand that we cannot blame God for our suffering, or anybody else, clearly we are responsible.

We all get what we deserve, no more, no less, what goes around comes around.
