The cow herd boys and girls of Vrindavana overlooked the presence of the 4 armed Lord Visnu Form when they went looking for their dear friend Kṛṣṇa. There only interest was Krsna.

The Vaikuntha planets are very, very different from Goloka-Vrindavana as seen in there two paintings below.

The "first" painting is what the Vaikuntha planets look like, where all jiva-souls there can voluntarily choose to have a 4 armed male bodily form almost exactly like Lord Visnus, and the females have a 4 armed bodily form like Luxmi, and worship Them as the Supreme Personalities of Godhead.

The "second" painting is what Goloka-Vrindavana looks like, where all inhabitants (male and female) there can voluntarily choose to have a two-armed bodily form similar to Krsna's form.

The inhabitants there do not see Krsna as God, they see Him as their dear friend, family member and lover.

Once in Goloka-Vrindavana the cow herd boys and gopis went looking for Kṛṣṇa and Krsna played a trick on them, He turned Himself into the 4 armed Visnu form who resides on the Vaikuntha planets.

When the cowherd boys and gopis saw Visnu they ignored Him, showed no interest, just walked straight past Him continuing their search for child Krsna.

To them no one matches Krsna's amazing beauty, or comes close to the feeling they have for Krsna, not even Visnu, who they had no interest in at all.

The inhabitants of Vrindavana ignored the presents of the 4 armed Visnu when looking for their dear friend Kṛṣṇa (from Srimad Bhagavatam)
