Brahman, also known as the Brahmajyoti, is NOT a place in outer space as some believe, it is an effulgent collective of multiple unlimited individual living entities that surrounds Krishna's Body and also known as the Spiritual Sky.
And everything Personal and Impersonal, including all activity and inactivity exists in Krishna's effulgence too.
Brahman, Brahmajyoti or Spiritual Sky is made up of unlimited individual living entities of all types, from Vishnu tattvas (93% of Krishna's 64 qualities) to Vishnu-Shakti-tattvas (93%), to Shiva tattva (84%), to jiva tattvas (78%).
EVERYTHING exists in the Spiritual Sky which is Krsnaloka, Vishnulokas, Material creation and the Impersonal Brahman.
Brahman IS the "living effulgence made up of unlimited individual jivas" all surrounding Krishna's Body in both Personal and Impersonal realities or realms.
So another name for Brahman and Brahmajyoti can also be the Spiritual Sky.
The Spiritual Sky has EVERYTHING in it, both personally active worlds full of active jivatmas or impersonal inactive realities also full of jivatmas in a dormant state.
Within the Spiritual Sky EVERYTHING exists in a beginningless and endless manifestation.
There is the "personal (active) and Impersonal (inactive or dormant)"
The "Impersonal" Brahman is a state of individual dormant consciousness manifested by the individual jivatma while deep in meditative inactivity on the mental plateform, a completely dreamless existence.
Impersonal Brahman consciousness is like the consciousness in a rock that is dead.
The Spiritual Sky can therefore either manifest both personal or impersonal Brahman realms.
The painting below shows the Spiritual Sky that has a dark cloud in it as well. That dark cloud is called the material creation.

Mālatī - "What I want to know is if you worship Kṛṣṇa do you go to Kṛṣṇaloka?"
Prabhupāda - "Yes".
Mālatī - "And if you worship Viṣṇu, what happens to you? Where do you go? What happens to those people?"
Prabhupāda - "He goes to Viṣṇuloka".
Mālatī - "And is it eternal?"
Prabhupāda - "Yes. Any place in the Spiritual sky is eternal. Viṣṇu planet or Kṛṣṇa planet are all in the Spiritual world.
Or the impersonal Brahman, that is also in the spiritual world. So somebody wants to be merged into the Brahman effulgence, so that is also a Spiritual world.
Somebody wants to go into the Viṣṇu planet, that is also in the Spiritual world. And somebody wants to go to this Kṛṣṇa planet, that is also in the Spiritual sky.
But there are differences even in the Spiritual sky.
The difference between Spiritual sky and material sky is that everything in the Spiritual sky is eternal, and everything in the material sky is temporary".
Gurudāsa - "Isn't Brahmajyoti temporary in the fact that you can come back down to the earth? Back to the material World?"
Prabhupāda - "Brahmajyoti means spiritual sky. This material sky means Brahmajyoti is covered by material cloud. Actually, everything is Brahmajyoti and like the clear sky, but a portion of the sky is sometimes covered by cloud. The whole sky is never covered by sky.
Similarly, some portion is covered by this material atmosphere, that is called material world.
Actually, the original sky is spiritual. Original the sky is full of sunshine, but the covered portion means we cannot see the sunshine. Covered portion by cloud means we cannot see the sunshine.
Similarly, this material sky means we cannot see the Spiritual effulgence. That is the difference. Otherwise, even this material sky is also a Spiritual sky.
