Krsna is the Supreme Personality of Godhead and cause of ALL causes.

This means Krsna, via His first expansion and older brother Balarama (known as Visnu-tattva), is the source of all Narayana and Visnu forms who are all also the Supreme Lord on their particular Vaikuntha planet, of which there are an unlimited number throughout 3/4 of the Spiritual Sky.

The other 1/4 of the Spiritual Sky are the millions of material worlds each know as a "Brahmanda" universal shells each with a smaller "secondary universe" inside it.

Balarama also expands Himself as

1 - Maha-Visnu also known as Karanodakasayi-Visnu, 

2 - Garbhodakasayi-Visnu also known as Hiraņyagarbha 

3 - Ksirodakasayi-Visnu also known as Paramatma and Super Soul. 

They all enter and manage different aspects of the material creation.

Maha-Visnu creates the material creation of millions of Brahmanda universes.

As said above, inside each Brahmanda universe exists a secondary universe under the management of Maha-Visnu's expansion Garbhodakashayi Visnu.

Then from Garbhodakashayi Visnu, Brahma is born, who builds the 14 planetary systems in our material universe, but in other universes the numbers of planetary systems are much greater.

Maha-Visnu also expands as Paramatma (Super Soul) who accompanies all visiting jiva-souls who have chosen to enter material creation after leaving Vaikuntha or even Goloka Vrindavan.

No jiva-souls are created by Maha-Visnu, or originate from Him, they instead all go through Him on their way to the many material worlds (Brahmanda universes)

This is achieved by Maha-Visnu glancing over the material creation that plants the individual jiva-souls (marginal living entities) according to their desires to live independent from Krsna in Goloka-Vrindavan and Visnu in the Vaikuntha planets.*^^*.
